<br />REGULAR MEETING OF RAMSEY TOWN BOARD
<br />December 17, 1973
<br />
<br />The meeting was called to order at 8:00 p.m. by the
<br />Chairman, Mr. Murphy. Present were Mr. Cox, Mr.
<br />Hopperstad, Mr. Peterson, Clerk, and Mr. Goodrich,
<br />al1orney.
<br />The minutes of the last stated meeting were read by
<br />Mr. Hopperstad. Mr. Cox moved the minutes be ac-
<br />cepted as read. Seconded by Mr. Hopperstad. Motion
<br />carried.
<br />Treasurer's Report was read by Mr. Hopperstad
<br />and accepted as read. Gary Reimann read the minutes
<br />of the Planning and Zoning meeting. Park Board
<br />Report was given by Kathy Schneider. About the
<br />coming park on the new school site, the School Board
<br />will not sell any of this land but they will lease it to us
<br />for on;' to ten years for a dollar or so. We will be buying
<br />a pump to be used for flooding skating rinks, etc.
<br />Announcement: We are saddened at the death of the
<br />oldest son of one of our residents, Ralph Dickenson. He
<br />was 13 years 'old and was killed in a snowmobile ac-
<br />cident. .
<br />The airport hearing has been continued until
<br />January 7th at 7:00 p.m. The Planning and Zoning
<br />Commission will attend this meeting together with the
<br />Town Board.
<br />oJ Mike Auspos called on Mobil International about the
<br />junk along their back premises. They told him they
<br />would have this cleaned up by thelirstof January.
<br />Mrs. Richard Peterson 6353-169th Lane, N.W. and
<br />her husband were present. She requested permission
<br />for a beauty parlor in her home by appointment only.
<br />Theyliveonover eleven acres and have very adequate
<br />parking tacilities. She would be inspected by the State.
<br />She has a state license. She brought in signed
<br />statements from her three closest neighbors stating
<br />they had no objection to this home occupation. Mr.
<br />Hopperstad moved this home occupation be granted on
<br />ihe recommendation of the Planning and Zoning
<br />Commission. Seconded by Mr. Cox. Motion carried.
<br />NIr. Cox had a variance request for a shelter for two
<br />horses on file. Mr. Hopperstad moved we grant this
<br />variance for the shelter on the recommendation of the
<br />Planning and Zoning Commission. Seconded by Mr.
<br />Murphy. Motion carried.
<br />Mr. Gesko of the City of Anoka had been contacted
<br />and attended a meeting with our Town Board and the
<br />Minnesota Highway Department regarding the con-
<br />tinuance of a service road from Nelson's Drive In to the
<br />Maple Lodge Motel owned by Mr. George Krepsky. Mr.
<br />Krepsky, Mr. Kovar and Mr. Cox went down to the
<br />Minnesota Highway Department .in Golden Valley to
<br />discuss this situation. The stop and go Sign at Park
<br />Street and Highway lOand the closing of the cross. over
<br />to the motel has practically stopped business coming to
<br />this motel from the east and Mr. Krepsky wants
<br />something done about it.
<br />The Minnesota Highway Department wants to close
<br />thecross-over in front of the Tec. Center. We have also
<br />received another letter from the Highway Department
<br />about the Y at Highway 47 and Highway No.5. Mr.
<br />Robinson stated the department does not have the
<br />money to make any Changes at this time. They did not
<br />have a high accident incident here and so this would
<br />not be changed for some time. He said there was In-
<br />sufficient Signing at this pOint and that this would be
<br />taken care of. .
<br />A change has been desirable in the procedure for
<br />handling incoming plats. In Section 5 the words
<br />"sketch plan may" will be changed to "sket~h plan
<br />shall". It was also discussed that people should be
<br />notified within 350 feetfor matters Of rezoning, etc. Mr.
<br />Cox moved we pass Ordinance No. 73-15 changing the
<br />incoming procedure on plats to a required sketch plan
<br />to the Planning and Zoning Commission first, then the
<br />preliminary plat to the engineer, then the preliminary
<br />plat to the Planning and Zoning Commission, then to a
<br />public hearing and then to the Town Board meeting.
<br />Also the above mentioned Changes from "may" to
<br />"shall" and the 350 feet for notification on plats and
<br />rezoning requests. Seconded by Mr. Hopperstad.
<br />Motion carried.
<br />In the minutes of the Anoka County Planning and
<br />Advisory minutes it was noted that the Carter Valley
<br />Plat acceptance had been rescinded by this Com-
<br />mission. This plat had not been passed by our Planning
<br />and Zoning Commission.
<br />Starting a week from Friday, Ramsey Township will
<br />have a 15 minute broadcast on KANO from 12:45 to
<br />1 :00. One week will be the Park Board, another the
<br />Town Board, another the Planning and Zoning Com-
<br />mission, etc. We are very happy about this opportunity
<br />to get information to our res,idents.
<br />Mike Auspos will bring in a sample of an ordinance
<br />needed on squealing tires, etc.
<br />Discussion on acquiring two more board members.
<br />Our present members have a large load with many
<br />meetings to attend outside of the regular board
<br />meetings, more than they feel they can efficiently
<br />handle. It was decided to wait until the March elections
<br />forthe two additional members because there are only
<br />two more monthly meetings before the annual election
<br />in March.

<br />each week. (3) Said newspaper has 50% of its news columns devoted to news of
<br />local interest to the community which it purports to serve and does not wholly dupli-
<br />cate any other publication and is not made up entirely of patents, plate matter and
<br />advertisements. (4) Said newspaper is circulated in and near the municipality which
<br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers,
<br />has an average of at leDst 75% of its totDI circulation currently pa"id or no more than
<br />three months in arrears and has entry as second-class matter in its local post-office.
<br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and
<br />it has its known office of issue in the City of An'Jka in said county, established and
<br />open during its regular business hours for the gathering of news, sale of advertise-
<br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his
<br />employ and subject to his direction and control during all such regular business hours
<br />and at which said newspaper is printed. (6) Said newspaper files a copy of each
<br />issue immediately with the State Historical Society. (7) Said newspaper has com-
<br />plied with all the foregoing conditions for at least two years preceding the day or
<br />dates of publication mentioned below. (8) Said newspaper has filed with the Secretary
<br />of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affi-
<br />davit in the form prescribed by the Secretary of State and signed by Arch G. Pease
<br />and sworn to before a notary public stating that the newspaper is a legal newspaper.

<br />A Newsletter will be sent out to the residents after
<br />Christmas in which will be mentioned the opening for
<br />lwo additional members to be voted on for the Town
<br />Board. FIling dates are January 28th thru February
<br />11th. The date of the election is March 12th from 7:00
<br />a.m. to 8:00 p.m.
<br />The new school has been started. The well is in.
<br />From January 1st on the voter registration will be
<br />turned over to Anoka County due to legislation passed
<br />on the State level this past year.
<br />NIr. Cox moved that from now on the registration
<br />files for voting will be at the Court House In Anoka.
<br />Seconded by Mr. Hopperstad. Motion carried.
<br />We strongly oblect to the City of Anoka Com-
<br />missioners preparing a financial impact report on the
<br />total area of Ramsey Township when the hearing
<br />before the Minnesota Municipal Commission was for
<br />only the area up to 149th Ave. N.W., which we also
<br />opposed, and that their financial report was full of
<br />irregularities and inaccuracies, based on the fact that
<br />in one paragraph they Indicated the annexed area
<br />would be in a rural tax district and in another
<br />paragraph they indicated they might convert it'to
<br />urban tax district. The Town Board goes on record as
<br />opposing this action by the City of Anoka. They in-
<br />dicated the cost for servicing our roads at $2,000 per
<br />mile or $77,000; when our actual mileage Is 56 miles
<br />which would then be $112,000. They would be reducing'
<br />our police protection to almost nothing at a cost of over
<br />$61.000 plus reducing many other services to the people
<br />in the Township. The services they would furnish would
<br />be at excessive cost and the entire concept of an-
<br />nexation was for economizing. " cost the Township
<br />S27,9oo to maintain 56 miles of roads last year against
<br />the $112,000 proposed by Anoka. We cannot understand
<br />why this would be economy in government. .
<br />Mike Auspos requested that a small pickup be sent
<br />out by the Anoka Fire Department instead of sending
<br />outthe whole fire department for a small fire, such as
<br />rubbish, car, motorbike, etc. The Board Indicated this
<br />would be one of the considerations when we make our
<br />new fire contract for next year.
<br />NIr. Norm Holm and Mr. Runyon brought in a map
<br />showing the location on which they would like to put up
<br />a store just north of the Town Hall on Highway No. 47.
<br />Mr. Murphy suggested they take this question to the
<br />Planning and Zoning Commission. They also suggested
<br />thatthelr road be located west of their building and not
<br />along Highway No. 47. If they are going to use less than
<br />the full amount of land they own here, they will come
<br />under the subdivision ordinance. "was also suggested
<br />that the entrance come in from Highway NO.5 to the
<br />north.
<br />Mr. Cox moved the meeting be adjourned. Seconded
<br />by NIr. Hopperstad. Motion carried. Meeting ad-
<br />Joumed at 11: 10 p.m.
