SPEGIAL MEETING OF RAMSEY TOWN BOARD <br /> September 20, 1973 <br /> <br />The meeting was called to order at 8:00 p.m. by the Chairman, <br />Mr. Murphy. Present were Mr. Cox, and Mr. Hopperstad of the <br />Ramsey Town Board and Mr. Larry Carlson, Chairman and Mr. Holasek, <br />Supervisor of the Grow Town Board. <br /> <br />This meeting was called for the purpose of discussing mutual prob- <br />lems of both Townships. At this time Grow is working on a compre- <br />hensive plan for their Township, which they hope will be ready by <br />November. Ramsey's plan is adopted and in operation. Both com- <br />munities had met with Mr. Robert Johnson, the County Attorney and <br />self help was suggested to both communities and is something they <br />would like to work on such as neighborhood parks which would be <br />put in by the community but maintained by the residents in the <br />neighborhood. It was brought out that we are living in a country <br />community and this is the reason most of the people living here <br />have moved out here because they want to live in the country, so <br />let's keep it country. We want to preserve our lowlands for the <br />wildlife and keep our parks with some parts of them picnic and <br />recreational areas and parts of them wild and natural. We can <br />buy land for ball fields but once the wild areas are gone they <br />are lost. Both communities will pass resolutions to support the <br />State's position on preservation of the river boundaries. This <br />is a common agreement between Grow and Ramsey. <br /> <br />Discussion on the joint issue of road corridors and a bridge across <br />the Rum River. Discussion on the Rum River boundary and the exist- <br />ing boundary. Many communities have had problems with a river as <br />a boundary because neither community can then control what happens <br />to the river such as dredging, shoreline management, bridges,~such <br />as the problems between Champlin and Anoka. For many such reasons <br />we feel the present boundary should stay as it is. This is the <br />opinion of both communities. We would respect each others laws <br />and agree to take care of the residences in each other's areas. <br />A questionnaire was sent to the residents of Ramsey who live on <br />the east side of the Rum River and they returned the questionnaire <br />stating they wanted definitely to stay in Ramsey Township. <br /> <br />Discussion on a possible airport location. <br /> <br />Statement: The way we live in Grow and Ramsey is good or there <br />wouldn't be so many people moving out into these areas. <br /> <br />Conclusions: <br /> <br />We would respect each other's ordinances and the servicing of <br />each other's areas. <br /> <br />'We would send plats back and forth between the two Townships <br />for consideration. <br /> <br />We also feel it would be preferrable that we hold one or two <br />meetings together each year to up-date both communities on <br />current problems. <br /> <br />We would plan for an exit west from Grow and east from Ramsey <br />to a bridge across the Rum River. <br /> <br /> <br />
