She stated she <br />does not want to change the trajectory the HRA is on. <br />Commissioner Tossey stated it is not `playing,' it is real, but this is a big difference because if <br />adjusted it says that PSD does not have to build a parking ramp. He stated if the HRA goes this <br />route and allows construction of the parking ramp to be avoided, it looks like the HRA agreed to <br />change the deal after the fact. Commissioner Tossey stated support to first change the density <br />requirements and then sell the property. He doubted that others would come forward but felt that <br />by changing density first, it will eliminate the appearance of a shady deal. Commissioner Tossey <br />stated that would be principally correct and the best for residents and the HRA because it would <br />give transparency. <br />Commissioner Kuzma stated this was discussed at the last meeting and Mr. Kuker said he had no <br />problem with constructing the parking ramp but wanted to build the first building first to see <br />what the demand is. He supported giving that flexibility. <br />Commissioner Riley asked if CBRE has been consulted whether the pricing structure would have <br />been different if the density was different. <br />Asst. City Administrator/Economic Development Manager Brama stated that specific <br />conversation has not taken place but he can look at the pricing of other parcels within The COR <br />that have this same zoning. <br />Commissioner Riley stated he likes this deal because it responds to what the market is asking for. <br />He noted the market changes and he takes that into account. <br />Commissioner Strommen stated the request is to extend the closing date to December 25th to <br />accommodate the City making the zoning change. She asked whether there would be a <br />guarantee of that by the time the ordinance is adopted and published. <br />Deputy Executive Director Gladhill stated with the schedule laid out, the critical juncture is the <br />date the ordinance is adopted by the HRA, time for publication, and the counter petition process. <br />Commissioner Riley stated the small change being requested is the floor area ratio but that does <br />not address the parking ramp. <br />Deputy Executive Director Gladhill stated the floor area ratio and parking calculation is to get <br />densities within the first one -quarter mile. He explained the floor area ratio and parking <br />requirements do work 'hand in hand' and the trigger point is whether the City will require a <br />structured parking ramp.
