<br />The meeling was called 10 order al 8:00 p.m. by Ihe
<br />Chairman, Mr. Murphy. Presenl were Mr. Cox, Mr.
<br />Hopperslad, Mr. Pelerson, Mr. Roger Gorham, and
<br />Mr. Munns, allorney in place of Mr. Goodrich who is on . \

<br />The minutes oi"the last stated meeling were
<br />,summariZed by the Chairman. The dales of the'voter
<br />registration for the school board eleclion was changed
<br />,by the Dist. 10 Apr,. 20, 23, and 24. Page 1 "wreaths"
<br />instead of "trees" and~"circus" instead of "carnival~/.
<br />Mr. Goodrich has the fire contracl and will bring it to
<br />the next meeting. Mr. Hopperslad moved the milluies
<br />".be accepted as corrected. Seconded by Mr. Cox. Motion
<br />passed.
<br />The minutes of the Planning and Zoning Commission
<br />were summarized by the Chairman, Mr. Reimann.
<br />On the Park Board, Mr. Springer, the Chairman,
<br />reported that there are Ihree parks on the way to being
<br />ready for use. Brookview Park has been brushed out.
<br />There will be tables and charcoal burners there soon.
<br />Hunters Hill addition said they would bury the rubbish
<br />for us and make a ball park in their addition for which
<br />weare most appreciative. We now have thirteen parks.
<br />Mr. Springer will be meeting with the Lions Club.of
<br />Ramsey to see if we can get'tables and burners from '
<br />their fund. Mr. Springer said he would also like 10 have
<br />signs for our parks so people will know where they are.
<br />Wewill be needing some excavating equipment to use
<br />in the park in the Pellzer Park, We will need a
<br />bulldozer or a shovel. Mr. Cox recommended we get a
<br />dozer in there to do this work. Mr. Ed. .Klemish
<br />volunteered to do Ihis at a later date.
<br />Mr. Murphy sa id some changes had been made In the
<br />proposed zoning map. II is being changed now by Mr.
<br />Tooker and a publiC hearing on the proposed zoning'
<br />code and map wi!1 be held. in this hall on April 23rd at
<br />8:00 p.m. .'
<br />Announcement: No further burning perm its wil'l be
<br />issued until further notice by Ihe state because
<br />conditions are too dry and it is too dangerous.
<br />iW. Goodrich was asked to check with the fire
<br />department about the procedure to follow when cars
<br />are on fire on the highway and the fire department is
<br />called. We have been stuck with the cost of fire calls in
<br />such instances when the cars leave for parts known or
<br />unknown and do not pay for the fire call. We have had
<br />five or six such calls in the past 1'1, years. 'Mr. Cox
<br />moved we conlact Elk River to gel their fire contract
<br />and Sign both Elk River and Anoka fire contracts.
<br />Seconded by Mr. Hopperstad. Motion carried.
<br />Question: There was a fire on the Armstrong Ranch
<br />which has not been paid. 'Should this be assessed
<br />against the properly? Mr. Pelerson will bring all of the
<br />fire calls Sti;'1 unpaid to the ne~t Town Board meeting.
<br />Mily 17, 1973 will be Board of Review at the Town
<br />Hall at 8:00 p.m.
<br />Mr. Weins, who lives on the east side of the Rum
<br />River in Ramsey Township, said their roads had not
<br />been maintained this spring. Mr. Arthur Stenquist had
<br />goneoutwith his own equipmenllo try to do something
<br />about it. We have an agreement with Grow Township to
<br />take care of our roads over there and we take care of
<br />their roads on this side of the river. We will contact the
<br />Town Board in Grow about this mailer.
<br />Our new zoning ordinance will be calling for a zoning
<br />officer so Ihe Township will write up specifications for
<br />this position in the near future. An ad will be placed in
<br />the Union. Grow Township pays their full time
<br />inspector 512,000 a year and furnishes him a pickup,
<br />gas, radio in the Iruck and part time office help which
<br />amoUnts 10 about 517,000 a year. Because of the pUblic
<br />hearing which will be held next Monday on the zoning
<br />codeand map, this meeting wili be continued on May 1,
<br />1973 at Ihis hall at 8:00 p.m.' .
<br />iack Hillstrom: Came abciui a variance on a 101
<br />between two houses which he owns. The size of the lots
<br />are more than is required except Ihat one 101 has 180
<br />feet. in Ihe back and 205 feet in Ihefront. Mr. Cox moved
<br />that the 180 foot lot be cen-tered between the Iwo
<br />existing houses no less' than -175 feet from the west
<br />boundary. Seconded by Mr. Hopperstad. Molion
<br />carried. .
<br />'Thurston Really: Bowers Mississippi Acres 3rd
<br />Addition. Mr. Cox moved we accept this pial. Seconded
<br />by"Mr. Hopperstad. Molion carried. They will pay
<br />money 10 the park fund.
<br />Thurston Really: Requested a variance on Ihe lot on
<br />Bowers Drive, 371.1 feet on the road and it is the most
<br />northerly lot on Ihe east side of the road. This lot is
<br />larger than our requiremenl bul is the last lot left in
<br />this addition and according to our platting ordinance
<br />would require a variance. Mr. Cox moved this variance
<br />be granted. Seconded by Mr. Hopperstad. Motion
<br />carried.
<br />They also brought a drawing of a lot on the west side
<br />of the road that had already been plaIted but beca.use
<br />of. its pecu liar localion1hey brought Ihe drawing so' the r-
<br />building inspector would be aware ot the locatio!},
<br />Mrs. Faye Lemke requested a beauty parolor in her
<br />home. She would be the only operator. She brought two
<br />letters from her neighbors on either side indicating
<br />they had' been notified and that It was agreeable with
<br />them. Mr. Hopperslad moved wegrant her this permll.
<br />Seconded by Mr. Cox. Motion carried.
<br />Mr. Bob Ehall: Sunfish Lake Blvd. N.W. He wanted
<br />to know if there were any plans to have Sunfish Lake
<br />Blvd. upgraded. II is in very bad condition. He was
<br />informed Ihe County is gOing 10 take over this road and
<br />Itwill then have a 120 foot righl.of.way. He also wanted
<br />to know if we would put up speed signs because cars
<br />are going too fast and he thought perhaps the sheriff's
<br />department could put a speed check on It. He was told
<br />the sheriff's department has only one car and this
<br />would be impossible. Also the Township does not have
<br />the authority to put up speed signs. However, we can
<br />put up slow and caution Signs. We are gOing to have a
<br />meeting on law enforcement in the near ,future.
<br />Mrs. Ralph Lindquist: She brought a petition with
<br />signatures from 15 homes in their neighborhood, 7031
<br />152nd Ave. N.W., requesting that somelhing abouljunk
<br />I cars be done so six places that were lisled on the
<br />petition could be cleaned up. She was told the petition
<br />would be filed and that the new zoning code soon to be
<br />passed would have laws that would take care of much
<br />of this problem. Only one junk car would be per milled
<br />per '.house. There was a complaint about garbage
<br />accumulating in a junk car. Mr. Murphy, being the
<br />Health Officer, will check out this complaint.

<br />employ and subject to his direction and control during all such regular business hours

<br />Eleclion for School Board will be May 15th and the
<br />bond election will be the same day at the Town Hall
<br />from 7:00 a.m. to 8:00 p.m. Mr. Murphy stated that
<br />several months ago they discussed with the School
<br />Board securing two sites in Ramsey Township at this
<br />time because at the presenlllme we have more than
<br />enough children to fill one school. Mr. Fullon staled
<br />another reason to purChase the land now is the fact that
<br />la'1d is increasing In value so greatly. We would.like 10
<br />renl space from the School Board for our Town Hall
<br />and then we would also like to buy land next to the
<br />school site for a playground, fire hall, police
<br />department, etc. Mr. Cox moved we recommend to the
<br />School District that they. buy lwo school sites at ,this
<br />lime. Seconded by Mr. Hopperstad. Motion carried.
<br />Mr. Fulton: Was present aboul a grocery slore site In
<br />Golden Eagles. He has contracted with someone else to
<br />operate this business. II would beon Lots 6 and 7, Block
<br />1, on the corner of Variolite St. and 173rd Ave. with the
<br />entrance on Variollte on Lot 7. Trees would be planted
<br />as a screen between the residential area and the back
<br />of the store. Mr. Cox moved this variance be granted
<br />providing a buffer of Irees and fencing be' pul in
<br />according to the new zoning ordinance with no access
<br />from Ihe back of the lots and the entrance from the
<br />south edge of Lot. 7. Seconded by Mr. Hopperstad.
<br />Motion ca rried.
<br />Dog Ordinance: Will be taken care of at conllnuation
<br />meeting.
<br />Plalling Ordinance Revisions: Will be taken care of
<br />at same time.
<br />Mr. Jones said' he had lalked to Mr. Ajax in the
<br />Hagen Addition about a road in Hagen Addition which
<br />has been closed. This is a Town Road and therefore
<br />cannot be closed. Mr. Alax wants to keep people from
<br />going down this road and parking there at night. A
<br />number of people were present slating this was a Town
<br />Road and had been so for,many years. Mr. Ajax had
<br />planted trees across the road. Mr. Specht thanked the
<br />:Board for their consideration of this mailer and hopes
<br />theywill build it Into a good road in the future.
<br />E. Klemish: He is selling 5 acre and over plats
<br />wilhout a road. bond and without the roads being
<br />completed. The ditches look all right but a couple of
<br />culverls are a Iillle higher on one end. The road bed is
<br />loose yet. Hesaid the road is90 percenl completed. The
<br />only thing left to be finished is the Class V. Four people
<br />who have bought land from him for homes were
<br />present and they want bulidlng permits. They have
<br />sold Ihe houses in which they are living and have 90
<br />days before they must move out. There is a bid of $3280
<br />for the Class V for the road. They asked if Mr.,Klemish
<br />got a performance bond and a maintenance bond if
<br />they could get building permils. It was slat~ t~e
<br />Township Engineer would have tocheck out the road to
<br />determine the amount of the bonds Ihat woul'd 'be
<br />needed. The engineer's fees would be Charged to the
<br />O\/\Iner of the property. Mr. Hopperstad moved that we
<br />accept this road bond afler the engineer has checked
<br />out the road. Seconded by Mr. Cox. Motion passed. Mr..
<br />.Hopperstad moved we conllnue this meellng May 1,
<br />1973 al 8:00 p.m. at the Town Hall. Seconded by Mr.
<br />Cox. Mollon carried. Meeling adjourned for this
<br />evening at 10 :45 P.M.
