<br />- -- - ._~_.. <br />REGULAR MEETING OF <br />RAMSEY TOWN BOARD <br />March 19, 1973 <br /> <br />:R'S AFFIDAVIT OF PUBLICA TIO" <br /> <br />The meeting was called to order al 8:00 p.m. by the <br />Chairman, Mr. Murphy. Present were Mr. Cox, Mr. <br />Hopperstad, Mr. Peterson, and Mr. Goodrich, <br />attorney. <br />Mr. Hopperstad was sworn in as supervisor by Mr. <br />Peterson. Mr. Roger Gorham was sworn in as <br />treasu rer . <br />Mr. Murphy was elected chairman for the ensuing <br />year on a 2 to 1 ballot. <br />Mr. Murphy requested Mr. Goodrich to check with <br />Mr. Bean, the attorney for Grow Township, about the <br />pending legislation for which we have been waiting for, <br />some time, in fact since our last meeting. <br />Mr. Murphy gave a resume of the minutes. He stated <br />anyone wishing to read them atter the meeting could <br />doso. Mr. Cox moved the minutes be accepted as read. <br />Seconded by Mr. Hoppersfad. Motion carried. <br />Mr. Reimann gave a summary of the minutes of the <br />last regular meeting of the Planning and Zoning <br />Commission on March 5th: . <br />Mr. Murphy thanked Mr. Barkuloo for me time and <br />effort he has put forth to attend well drilling mee\;ngs . <br />put on my the Minnesota State Health Department in <br />SI. Paul and in this area. Mr. Barkuloo reports back to <br />us on these meeting. <br />Mr. Tooker was present and gave his report on the <br />progress made by the Planning and Zoning <br />Commiss.ion and himself on the .,ew zoning code. There <br />wasdiscussionon Sectiona.1 along Highway No. 10 and <br />the railroad tracks. There was also a ,suggestion to <br />change i.1 northeast Of the plat called Hunters Hill to <br />make this residential with a (-1 buffer zone around it. <br />On page 3 change conditional uses so they will need a <br />special use permit. Section 7.3 is -under review and <br />would be an addition to A. <br />Mr. Steenerson gave a report on the Park Board. The <br />Lions Club sold Ghristmas wreaths 'and they are now <br />selling light bulbs to make money for equipment for <br />ourparks. Theywill havea circus at the fairgrounds in <br />June for this same purpose. We will send a letter of <br />thanks to the Lions Club for their work on behalf of our <br />parks. <br />Mr. Hopperstad gave a report on the work done by <br />his committee. The items they have been working on <br />include: an ordinance on g'arbage and trash, landfill <br />subdivision ordinance, planfing trees on boulevards, <br />change of fees on building permits, blacktopping 2" <br />mat with 150 percent of the estimated cost to go into <br />escrow for a year or more until ro~ds have been <br />packed down properly, $30.00 clean up fee afler house <br />construction, $100 per lot for park fund, and discussion <br />on wells. <br />Mr. Fricke stated he had bought a p.lat of Hy. No. 57 <br />on which the County wants a 100 foot right.of.way <br />before they, will start ,epairing this street which the <br />garbage trucks going to the landfill are tear,ng up so <br />badly. We have had so maoy complaints on the <br />condition of this road. He showed the Board a plan for <br />widening the street on the east side up to the sharp <br />curve in the road and then going to the west side on up <br />to Highway NO.5. Mr. Fricke said he would check out <br />the various pieces of land with each .owner. The <br />attor~ey was asked to not.ify all the people living along <br />this 'tOad and we will have a publiC hearing on this <br />matter. We will write a letter to the County informing <br />them tha? we have started on this proiect and that we <br />are In the ~ocess of acquiring this right.of.way. Mr. <br />Cox will check with the County to see,if they will do the <br />surveying. Mr Hopperstad moved lliat Mr. Goodrich <br />begiven the authOrity to take the proper peocedures to <br />have this right.of.way taken care of to be turned over <br />to the C0L"ty for this raod. Seconded by Mr. Cox. <br />Motion c~tried. . <br />Mr. Hopperstad moved that Mr. Cox be given the <br />a~thO[ity to check wifh the County Surveyors and <br />County Engineer to survey this road for 34 add>lional <br />feet r ight.of.way and if the County cannot do this <br />survey then Mr. Cox be given the authority to hire <br />Consulting Engineers Diversified, Inc. to do it. <br />Seconded by Mr. Cox, Motion carried. <br />Mr. Jack Hillstrom wanted a variance to plat one lot <br />between two houses that he already owns on this piece <br />of land. Mr. Cox recommended this matter be tabled <br />until it is surveyed. Seconded by Mr. Hopperstad. <br />Motion carried. <br />Thurston Realty: Bowers Mississippi Acres 3rd <br />Addition. Discussion on the cui de sac, possible <br />extension of the road, and the difference in the level of <br />the road and the river. Mr. Cox' moved we approve the <br />pial Mississippi Bowers Acres 3rd Addition subject to <br />the engineer's approval. Mr. Cox withdrew the motion. <br />Mr. Hopperstad moved this be relerred back to the <br />Planning and Zoning Commission for their study <br />according to the letter received from Consulting <br />Engineers Diversified Inc. dated March 15, 1973. Mr. <br />Murphy seconded the motion. Motion carried. <br />Fire Contracts: Mr. Goodrich will have the Anoka <br />and Elk River fire co~tracts ready for the next .., <br />meeting. <br />Dog Ordinance: Check out free help from the County <br />for Mr. Walton and try'fo make a roundup of dogs <br />running around the area unleashed and unlicensed. <br />Mr. Cox gave a report of his trip to Washington, D.C. <br />Hesaid Mr. Jerich had set up an appointment wifh Mr. <br />Blatnik's office and went with him on this trip. They <br />lalked over the problems in the Township, such as <br />police protection, the incorporation, Anoka'~ annexa. <br />tion activities, trying to take care of about 80 miles of <br />road~ without the money we should be getting from <br />other sources, tax levy limitations, .the fact that <br />Ramsey needs a bridge or an over pass or underpass at <br />the railroad crossings in case of an emergency such as <br />getting to a hospital, in case of fire. etc. if a train is <br />stoped on a railroad crossing. He said they were <br />assured these things would be looked into. Mr. Murphy <br />said he felt Mr. Cox should be reimbursed for his plane <br />ticket bu.t Mr. Cox said he did not want this. Everyone <br />is grateful 10 Mr. Cox for making this trip on behalf of <br />Ihe Township. <br />I t was announced that Mr. George Magnuson, an <br />operator for our Township, had passed away very <br />suddenly on Monday, March 12. We wish to extend to <br />Mrs. Magnuson our sincere sympathy. We appreciate <br />the fine job he did for our Township. <br />Mr. Ed. Klemish requested rezoning of 5 acres from <br />agricultural to commercial to be. used for a grocery <br />store on the corner of 167th Ave. N.W. and Highway No.' <br />47. He brought the certified receipts for letters sent to <br />fhe surrounding property owners within 300 feet, <br />informing them' of this public hearing. Mr. Hopperstad <br />moved we accept the recommendations of the <br />Planning and Zoning Commission and rezone this five <br />acres, legal attached to these minutes, from <br />agricultural to commercial, but only to be used for a <br />grocery store. Pettersen, 15665 <br />Ramsey Blvd. N.W.. 421.2860, was present. Mr. <br />Pettersen is president of the Pigeon Fanciers of <br />America and requested permission to hold a Buy.Sell. <br />Trade Days at his residence on April 28th and 29th. He <br />said he had checked this out wifh the Attorney Gene'ral <br />01 the State and with the Sheriff, Mr. Talbot in Anoka. <br />Mr. Cox move? we grant a permit for the Pigeon Bingo <br />Days on Aprri 28th and 29th to this organization. <br />Seconded by Mr. Hopperstad. Motion carried. <br />Mr. Peltzer requested a variance in order to use 1 <br />acre to build a house and then the balance of .7 of an <br />acre would be put with a~other 2 acre piece attached to <br />thiS: This was recommended by the Planning and <br />zon'Pi Commission 51 their November 6,1972 meeting. <br />Mr. ,Cox moved we grant this' variance as <br />recommended by the Planning and Zoning <br />Commlssl'ln at their Nov. 6th, 1972 meeting. Seconded <br />by Mr. H<>I!perstad. Motion carried. <br />They are now putting in lights at the airport on <br />Ramsey Blvd. Mr. Scroggins was asked if he would <br />check to see if the graveyard could be moved because <br />the trees there are a danger to the planes. Mr. <br />Goodrich said he would check out this information for <br />Mr. Scroggins. <br />Mr. Hopperstad moved we buy two more engravers <br />lor the Identification Operation program. Seconded by <br />Cox. Mr. <br />Bodle said they would look into other treatment for the <br />street which would not be so expensive and yet wouid <br />keep the dust down. The TownShip said they would <br />grade the street just before they put some treatment on <br />it so it would be nice and smooth. <br />Mr. Peterson said the County had requested <br />comments on having the County do our voter <br />registration instead of doing it here. There seemed to <br />bequite a few objections to this so the supervisors said <br />they would study the matter. <br />Mr. Goodrich will write a letter to Mr. Bullick about <br />his unpaid fire call. <br />The Cer.tilicate Of Occupancy will be checked out <br />with the engin~er before we have it printed. <br />A proposal was received from Mr. Eldon Hall on <br />Golden Eagle Estates. Mr. Cox moved we grant 2 <br />permits for Lots 1 and 3 in Block 4 in Golden Estates for <br />Ihepurposeof constructing model homes only and with <br />the stipulation that the roads shall be in condition for <br />fhe Building Inspecfor's use. Seconded by Mr. <br />Hopperstad. Motion carried. . <br />Mr. Cox moved we adjourn the meeting. Seconded by <br />Mr. Hopperstad. Motion carried.
