<br />REGULAR MEETING OF RAMSEY TOWN BOARD
<br />February 20, 1973 .
<br />
<br />The meeting was called to order at 8:00 p.m. by the
<br />Chairman. Mr. Murphy. Present were Mr. Cox, Mr.
<br />Hopperstad, James Peterson and Mr. Munns,
<br />attorney.
<br />Mr. Cox gave a resume 01 the minutes of the last
<br />stated meeting. Correction Mr. Gram instead 01 Mr.
<br />Graham; and Sunlish Lake Road instead of Sunfish
<br />Lake Blvd.; page 41st paragraph, 8 townships were
<br />invited tq Cedar to the police meeting but only 7 came
<br />as Grow Township was not represented. Mr.
<br />Hopperstad moved the minutes be accepted with these
<br />corrections. Mr. Cox seconded the motion. N.otion
<br />carried.
<br />Mr. GoodriCh had stated that he did notleel we would
<br />need another voting precinct for the annual election.
<br />Mr. Murphy explained about "Operation
<br />Identilication" and invited everyone to call the ollice
<br />to make a rrangements for the use of the engravers. He
<br />also explained about the program "Hue and Cry" and
<br />hoped that the people in the Township would
<br />participate in it. Mr. Murphy described the different
<br />calls the Sheriff's ollice had made into the Township.
<br />Mr. Reimann read the minutes 01 the last stated
<br />meeting 01 the Planning and Zoning Commission. On
<br />March 15th there will be a pUblic hearing on two
<br />requests for rezoning of land now residential to
<br />commercial.
<br />Mr. Hopperstad gave a report on the meeting held on
<br />February 10th at Twin City Federal in Anoka on
<br />recreation areas along the Rum River such as
<br />horseback trails, hiking trails, canoe stopping areas,
<br />snowmobiling trails, ete. All 01 these trails would
<br />originate at the lairgrounds. " might be live years
<br />belore it is in operation but they are making plans.
<br />Mr. Tooker's Report: T~ree meelings have been held
<br />with Mr. Tooker and othe;~ have been set up. The plan
<br />is to have the zoning map ready lor the next Town
<br />Board meeting. The TowntSo';rd suggested that more
<br />and better land be r.quir1ii:l Irom developers Irom this
<br />point on for parks. .l,
<br />The Park' Board will have a meeting next Monday
<br />night to discuss the land 'available lor parks and they
<br />will then write up a report lor the Town Board. " "
<br />The secretary was instructed to write a lettef^tJ<lM~
<br />Ed. Fields, County Commissioner about a paritltia't is
<br />being planned at the lairgrounds. Mr"Hammer~rsl>o'ne

<br />A lolder lor use by the Planning' 'and ionrng
<br />Commission with regard to new plats was dis~Ussed,
<br />Mr. Hopperstad moved we table this matter until the
<br />April meeting. Mr. Cox seconded the motion. Motion
<br />carried,
<br />Dog Ordinance: The Planning & Zoning Commission
<br />should take up the matter kennels at their next
<br />stated meeting.
<br />Mr. Emmons was present. He told us about a pony
<br />which has been tied out all winter without load or water
<br />excepting lor what he has brought him. This has been
<br />relerred to the Animal Rescue League and to the
<br />Sheriff's ollice but so lar nothing has been done. The
<br />League told Mr. Emmons not to feed or water the horse
<br />as it did not belong to him. The attorney was asked to
<br />check this matter out with the County Attorney and
<br />then let Mr. Cox know what helinds out.
<br />Fire Contract: A mechanics lien can be filed against
<br />cars lor which the lire department is called on the
<br />highways. This should be written into the new lire
<br />contr act.
<br />Legislation Resolution with Grow Township: Writea
<br />letter to the Sheriff's ollice asking them for the cost
<br />quotation on policing in Ramsey Township as
<br />previoUSly indicated. Mr. Munns read the resolution to
<br />the people present. ABC would be a joint resolution. 0
<br />and E would be lor Ramsey only. Mr. Cox moved we
<br />seek this resolution. Seconded by Mr. Hopperstad.
<br />Motion carried. Mr. Cox moved we seek limited
<br />annexation and a five member board. Seconded by Mr.
<br />Hopperstad. Motion carried.
<br />Resolution . Certificate 01 Occupancy: Mr. Cox
<br />moved we establish a Certificate 01 Occupancy lor
<br />Ramsey Township. Seconded by Mr. Hopperstad.
<br />Motion carried. fAr. Pittman was asked to make up a
<br />certilicate that would suit our TownShip and bring it to
<br />the Town Board.
<br />Modular Homes must come in as a complete unit.
<br />Mr. Pittman is to have complete authority over any
<br />home modular or otherwise that is brought into the
<br />Township.
<br />Mr. Hopperstad moved that Mr. Wahlquist be given
<br />a mining permit renewal on the same as he had last
<br />year. Seconded by Mr. Cox. The motion was carried.
<br />Mrs. Bertha May Smith: She could not be present
<br />this evening but she had brought the legal descriptions
<br />on the property lor which she had requested a variance
<br />at the Previous meeting and at the Planning and
<br />Zoning meeting. Mr. Cox moved these three lots be
<br />granted the variance requested. Seconded by Mr.
<br />Hopperstad. Motion carried. (Legal copies attached to
<br />last pagel.
<br />Mr. Robert W. Jones requested a variance on land
<br />purchased Irom Mr. Titterud in 1968. Mr. Cox moved
<br />this variance begranted. Seconded by Mr. Hopperstad.

<br />Mr. Mapue 01 Elk River requested a variance on a
<br />piece olland 01 about one acre 100 leet by 294 feet deep,
<br />in Kork's Addition. Mr. Cox moved this variance be
<br />granted. Seconded by Mr. Hopperstad. Motion carried.

<br />The Planning & Zoning Commission Should TaKe up
<br />the matter 01 the two requests lor rezoning Irom
<br />residential to commercial with Mr. Tooker.
<br />Purchase& Lease Back Agreement: Mr. Hooperstad
<br />moved we accept the lease back agreement with
<br />Menkveld's Country Park drawn up by Mr. Goodrich.
<br />Mr. Cox seconded the motion. Motion carried.
<br />Mr. Cox expiained to Mr. Dietrich 01 Caroline Acres
<br />about the bill Irom the engineering firm on work done
<br />on hiS roads.
<br />Mr. Brad Bodle: He brought a petition to have this
<br />road blacktopped. Hewas told the cost would be 522,000
<br />which would be $4.22 per Iront loot to each property
<br />owner. Mr. Bodle thoughllhey would not want to spend
<br />this much money and said he would go back and talk to
<br />them about having the road oiled instead which would
<br />cost much less.

<br />each week. (3) Said newspaper has 50% of its news columns devoted to news of
<br />local interest to the community which it purports to serve and does not wholly dupli-
<br />cate any other publication and is not made up entirely of patents, plate matter and
<br />advertisements. (4) Said newspaper is circulated in and near the municipality which
<br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers,
<br />has an average of at least 75% of its total circulation currently paid or no more than
<br />three months in arrears and has entry as second-class matter in its local post-office.
<br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and
<br />it has its known office of issue in the City of An'1ka in said county, established and
<br />open during its regular business hours for the gathering of news, sale of advertise-
<br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his
<br />employ and subject to his direction and control during all such regular business hours
<br />and at which said newspaper is printed. (6) Said newspaper files a copy of each
<br />issue immediately with the State Historical Society. (7) Said newspaper has com-

<br />that were in much need 01 this in the Township. 153rd
<br />between Hy. No. 47 and the river should be done. Mr.
<br />Cox moved Consulting Engineers Diversified give us a
<br />feasibility report and cost estimate on 153rd east 01 No.
<br />47 and west 01 No. 47 to Nowthen Blvd. Seconded by Mr.
<br />Hopperstad. Motion carried.
<br />Variolite St.lrom No. 63 down to the Gun Club should
<br />have some work done on it.
<br />We have received a bill from The EI~ River
<br />Township lor road work in the northwestern part 01 the
<br />Township, for $105.00. Mr. Cox moved we pay this bill
<br />for $105.00 lor work done in Ramsey Township by the
<br />Elk River Township road crew. Seconded by Mr.
<br />Hopperstad. Motion carried.
<br />Question about mowing the sides 01 the road Irom
<br />Mr. Steenerson, Answer sides of road are not mowed
<br />excepting lor County Highways.
<br />Mr. Hopperstad moved we renew the cigarette
<br />licenses lor McGregors, DeZiels, Mobil International
<br />and 51. Anthony Gun Club. Seconded by Mr. Cox.
<br />Motion passed.
<br />We should ask Mr. Ed. Fields about a railroad
<br />underpass so we can get to a hospital or the lire trucks
<br />can come into our township in case a train is blocking
<br />therailroadcrossings. The secretary was instructed to
<br />write a letter about this matter.
<br />We are to advise Mr. Ed. Fields 01 all of our
<br />Township meetings. Send copies 01 our minutes to
<br />Burns Township, and to Mr. Fields.
<br />We are in receipt 01 a letter Irom 'Mr. Steve
<br />Scarborough on SAC charges lor the Metro Sewer
<br />Board. Mr. Sha explained this matter to all present. At
<br />this point we will stay out 01 it.
<br />Mr. Cox complimented Mr. Murphy on his
<br />presentation to the Metro Council.
<br />Mr. Raudeo was present asking about road bonding
<br />on Golden Eagles Estates. The roads are not in in this
<br />addition and we do not have a perlormance bond. He
<br />. wants the Building Inspector to issue a permit for Lot
<br />10 in Block 1. The instructions to the BUilding Inspector
<br />are that no permits are to be issued unless the roads
<br />are in. Mr. Raudeo said he had posted a bond on Dec.
<br />15th lor $21.986 with the Great American Insurance
<br />Company. The present estimate on the bond for this
<br />addition is $27,500. Houses built in this addition cannot
<br />come out on Variolite Street. Mr. Cox moved we give
<br />Mr. Pittman permission to issue one permit only for
<br />Lot 10 Block 1 in Golden Eagles Estates, this permit not
<br />to be issued unti I the perlormance bond is posted with
<br />. the Township, the house to lace west, access on
<br />Willemite Street only, provided the Township will not
<br />be held responsible lor any damages that may result,
<br />the temporary access to be removed at the owner's
<br />expense, Mr. Munns to check out the perlormance
<br />bond, and Mr. Sha to check out the road bond.
<br />Seconded by Mr. Hopperstad. Motion carried.
<br />The audit meeting will be held March 6th at 7 :30 p.m.
<br />at the Town Hall.
<br />Mr. Cox moved we adjourn The meeting. Seconded by
<br />Mr. Hopperstad. Motion carried. Meeting adjourned at
<br />12:00 midnight.
