<br />The meeting was called to order at 8:00 p.m. by the
<br />Chairman, Mr. Murphy. Present were Mr. Cox, Mr.
<br />Hopperstad, Mr. Peterson, Clerk, and Mr. Goodrich,
<br />attorney. ,
<br />Mr. Murphy gave a resume of the minutes of the last
<br />stated meeting. Correction in paragraph two it should i
<br />be County Commissioners instead of City of Anoka and
<br />in paragraph 8 it Should be "town houses" not
<br />..township". With these corrections Mr. Cox moved the
<br />minutes be accepted. Each memberof the board has a
<br />copy of the minutes. Mr. Hopperstad seconded the
<br />motion. Motion carried.
<br />Mr. Reimann read the minutes of the last stated
<br />meeting of the Planning and Zoning Commission.
<br />Mr. Gary Anderson of NSP was present. He
<br />explained about the NSP transmission line they wish to
<br />put. across the north end of the Township where the
<br />present I ine exists. He asked if there were any
<br />questions. Mr. Murphy asked him if metal posts could
<br />be used instead of wooden posts because then they
<br />would only have one line of posts instead of two. UPA
<br />alsohasa line going thruthissame area. Mr. Anderson
<br />repl!ed this was not feasible because of the expense.
<br />Wooden K frames cost $85,000 per mile as compared to
<br />sleel posts at 5250,000 per mile. They are going fo cross
<br />5', miles of Ramsey Township. However, steel posts
<br />are going to be put in Grow TownShip up to Highway
<br />No. 18 because it is more thickly populated in this area.
<br />Mr. Cox moved that this Town Board go on record to
<br />oppose this new K line right of way and hope they will
<br />consider replacing these wooden structures with steel
<br />posts like Ihe ones they are going to' use in Grow
<br />Township up to Highway No. 18 because Ramsey
<br />Township will soon have as many residents in this area
<br />as Grow has up to Highway No. 18. Seconded by Mr.
<br />Hopperstad. Motion carried. Many residents living
<br />along this transmission line were present and
<br />protested another easement going through their
<br />property.
<br />The Elk River Fire Department had two
<br />representatives present. one of them was their fire
<br />chief. They requested a fire contract for the northwest
<br />part of Ramsey Township which is in their school
<br />district and has Elk River phone numbers. They said
<br />they get many fire calls in this area. The reason we do
<br />not have a fire contract with them this year was due to
<br />a misunderstanding of their cost quotation last year.
<br />The proposal was 1 .mill rate on standby on the
<br />assessed valuation of that area instead of the whole
<br />Township whiCh made a great deal of difference in the
<br />net cost for this fire protection. This area comprises
<br />only about 12 percent of the Township and is more
<br />sparsely settled than the southern part. They asked the
<br />Elk River Fire Department to' prepare a fire contract
<br />for the Elk River School District area for our annual
<br />meeting on March 13th. They said they would do this.
<br />Park Board: Mr. Moriarty reported that the cost of
<br />the skating rink on Curtis Titterud's property was
<br />about $40.00. The current insurance will cover as long
<br />as Ihere are no charges made for anything. The
<br />benches were delivered last Friday. The Park Board is
<br />going to look at the other park property owned by the
<br />Township. Mr. Moriarty thought the pa'rk land on
<br />Ramsey Terrace would be a good location for a future
<br />skating rink.
<br />Mr. 'Murphy stated he would be writing a letter to
<br />Mr. Kaibel of the MMC' with regard to the meeting
<br />sUPPOsedly between Grow.City of Anoka and Ramsey
<br />Township but of which Ramsey was not informed.
<br />Mr. Cox suggested that the Town Board send out
<br />information to all the people in Ramsey Township
<br />along the lines of a newsletter informing them of what
<br />is gOing on with regard to the incorporation and other
<br />matters. Mr. Auspos suggested that the information on
<br />Hue and Cry and the Aware program also be included
<br />in this newsletter. Mrs. Eng had offered to work on
<br />something of this sort and is to be contacted in this
<br />matter.
<br />Lorentzen: Mr. Goodrich stated he had received a
<br />check for $200 from Mr. Lorentzen and will put it in a
<br />certificate of deposit and will hold it until he moves or
<br />use it if we determine that he is not carrying out the
<br />terms Of his agreement.
<br />There w ill be a meeting here at this hall on February
<br />8th at 7:00 p.m. chaired by Mr. Kaibel with Grow and
<br />Ci ty of Anoka.
<br />Mr. Bob Hutchinson of the Anoka Health Department
<br />wasp resent to talk to the board about junk cars. Board
<br />of Hea Ith recommended the way to handle this matter
<br />is a joint powers agreement between six to eight
<br />communities who in getting involved in this would be
<br />spending quite a bit of money. Mr. Hutchinson stated
<br />they were interested in helping the communities. The
<br />Board stated they were interested in doing something
<br />about it but not necessarily on this basis.
<br />Mr. Gram of Winner Associates was present with the
<br />final plat of Sandy Acres with 40acres and 36 lots. They
<br />Will pay money for parks. A performance bond will be
<br />needed until roads have been checked out in the spring
<br />and a maintenance bond for a year after that. Mr. Cox
<br />moved this plat be accepted with the posting of these
<br />bonds as per the engineer's recommendation in their
<br />letter of January 10th. Seconded by Mr. Hopperstad.

<br />Gary Gorham: Asked for a variance on five lots 15,
<br />10,25,27, and 29. Mr. Hopperstad moved we accept the
<br />recommendation of the Planning and Zoning
<br />Commission on this matter. Seconded by Mr. Cox.
<br />Motion ca rried.
<br />!\N". Cox moved we appoint the Anoka County Union
<br />asour legal newspapers. Seconded by Mr. Hopperstad.

<br />900 square inches. (2) Said newspaper is a weekly and is distributed at least once
<br />each week. (3) Said newspaper has 50% of its news columns devoted to news of
<br />local interest to the community which it purports to serve and does not wholly dupli-
<br />cate any other publication and is not made up entirely of patents, plate matter and
<br />advertisements. (4) Said newspaper is circulated in and near the municipality which
<br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers,
<br />has an average of at least 75% of its total circulation currently paid or no more than
<br />three months in arrears and has entry as second-class matter in its local post-office.
<br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and
<br />it has its known office of issue in the City of An'1ka in said county, established and
<br />open during its regular business hours for the gathering of news, sale of advertise-
<br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his
<br />employ and subject to his direction and control during all such regular business hours
<br />and at which said newspaper is printed. (6) Said newspaper files a copy of each

<br />Mr. Cox moved we change our road ordinance in !Cretary of State and signed by Arch G. Pease
<br />Chapter 4. See. B as per the diagram made up by the ating that the newspaper is a legal newspaper.
<br />Consulting Engineers Diversified, Inc. to read as
<br />follows:
<br />24 fl. top with 4 fl. wide shoulder on each side and 13
<br />ft. snowplowing space.
<br />Seconded by Mr. Hopperstad. Motion carried.
<br />Mr. Jack Menkveld: Menkveld's Country Park. A
<br />change was made in the road from the first plat. Mr.
<br />Hopperstad moved this final plat be accepted. Sewers
<br />are 10 be in front on lots 1. 2, and 3. Seconded by Mr.
<br />Cox. Motion carried. This plat contains 40 acres with 37
<br />lots. Money will be given for parks.
<br />Purchase of lease back agreement for the mobile
<br />home park. Mr. Goodrich said he would make copies of
<br />the agreement with the changes received from Mr.
<br />Sha. Wewilllake this up at the next meeting.
<br />We have received a letter from the Anoka County
<br />Taxpayers Association. They have a resolution that
<br />any federal revenue Sharing funds received be used
<br />solely for reducing taxes.
<br />We have received a revenue Sharing check for $4,493.
<br />Mr. Hopperstad moved we put this check in a
<br />certificate of deposit. Seconded by Mr. Cox. Motion
<br />carried. Both checks receiVed to date will be put in a
<br />certificate of deposit.
<br />Another precinct: Mr. 'Goodrich will check out
<br />whether we will need one for the next election.
<br />Voter registration: This will be February 15, 16, and nopqrstuvwxyz
<br />20 from 9 a.m. to 9:00 p.m. ',klmnopqrstuvwxyz
<br />March 13th is our annual election and annual
<br />meeting. We will have running for office one
<br />supervisor, one treasurer and one constable. Filing for
<br />these offices must be between January 29th and thru
<br />February 12th.
<br />We need a fire extjnguisher. We should get a used one
<br />from the Minnesota Fire Extinguisher Co.
<br />Mr. Goodrich stated he had checked over our
<br />insurance coverage and that we were adequately
<br />covered in all areas.
<br />Mr. Cox moved that we sign the agreement with
<br />Consulting Engineers Diversified, Inc. Seconded by
<br />Mr. Hopperstad. Motion carried.
<br />A police protection meeting was held on January 8th
<br />at the Cedar Town Hall. Present were 8 townships and
<br />Buster Talbot, Bernie Steffens and Ed. Fields. They
<br />presented a police protection idea which would be for
<br />the northern townships to work with the sheriff's office
<br />en a contract basis. This would be on a 24 hour a day
<br />and 7 days a week basis. Discussed was the pOSSibility
<br />of having these townships contract with the sheriff's
<br />office tor 2 cars manned for these township areas. II
<br />would cost about 6 mills per township for this amount
<br />of coverage. They will send us a breakdown on the
<br />expense. The main advantage is that we will have
<br />protection, a jail. and analytical services of the
<br />sheriff's office. We cannot do it by ourselves. We must
<br />have the cooperation of neighboring townships.
<br />Sunfish Lake Blvd. Mr. Cox moved that we remove
<br />the signs and leave it as a private driv~way under
<br />private maintenance. It has always been taken care of
<br />privately up tothis time. Mr. GoodriCh checked this out
<br />for us. Seconded by Mr. Hoppersiad. Motion carried.
<br />Mr. Cox moved we adjourn. Seconded by Mr.
<br />Hopperstad. Motion carried. Meeting adjourned at
<br />10:35 p.m.
