SPEC IAL MEET ING <br /> <br />RAI~'~EY TOWN BOARD & PLANNING & ZONING COMMISSION <br /> <br />Sept. 5, 1972 <br /> <br />The meeting was called to order at 7:00 p.m. by the Chairman of <br />the Town Board, Mr. Mumphy. Present were Mr. Cox, Mr. Peter~n, <br />Mr. Sorteberg, Mr. Russell, Mr. Reiman, ~. Pittman, Mr. Wurm, <br />Mr. Springer, and Mrs. Guy. Mr. Sha, Mr. Tooker, Mr. Virgil <br />Herrick, attorney taking the place of Mr. Goodrich who could not <br />be present, and Mr. Richard Barstow were present. The court hear- <br />ing on incorporation coming up in Anoka on Sept. 7th was discussed. <br />It was stated that people attending the meeting for Ramsey Town- <br />ship would be recompensed for the time they would lose from their <br />work. Mr. Tooker stated he did not know of anyone who has been <br />authorized to oppose the incorporation. The Executive Secretary <br />Of the Municipal Commission is not expecting anyone to oppose it. <br />Mr. Tooker stated someone expected the Industrial Park people <br />might appear. It was stated we are finding "shot gun" develop- <br />ment. Developers are going too fast for us to keep up with ~t. <br />We don't ha~e the equipment to take care of the roads. We will <br />look at the possibility of having a plan to slow this down. It <br />was stated the North Anoka Planning League had such a plan. Day- <br />ton is putting a moratorium on any new development for one year. <br />Discussion: planned unit development. They have it in Coon $ apids <br />and Fridley. Everything fits together, controls density. 0~ of <br />the problems you run into with specifying certain size lots ~ <br /> there is no good way to put in roads. Must have control ab~ t <br />setbacks, side yards, and show how the roads can be subdivided. <br />The feelingo~ those present was that development in the Town. ship <br />s~ould be. slowed down. We are hoping with incorporation to get <br />more control of the development situation. <br /> <br />We should firmly require that all corners of lots be plainly <br />visible. <br /> <br />Mr. Tooker showed and explained 8 maps, namely water and wetland <br />features, soils, Ramsey preliminary sketch plan, ex22ting land <br />use, subdivisions, street surfaces, average daily traffic flow, <br />comm~.nity facilities, wooded area, and utilities map. He said <br />the key question by the Municipal Com~aission willbe "Can this <br />co~unity support itself?" The Municipal Sewer Board has set <br />money aside~r s study for this area as to wells and how the sew- <br />age in this area should be treated. Ramsey Township is going to <br />have to take the initiative in changing the boundaries of the <br />sewage area in Ramsey Township. State aid is available if we have <br />~,000 or over in population and are incorporated. <br /> <br />Mr. Murphy brought a drawing of road requirements which could be <br />given to developers. Grass on slopes and shoulders should be <br /> a mixture of 20 to i of rye and brome grass for ditches. It <br /> should alsdaave black dirt. All plats must have public notice <br /> given before they can be acted on by the Zoning Commission. <br /> ~ay 1st Donald Chapman's preliminary plat was not published, <br />and others.
