<br />REGULAR MEETING OF
<br />RAMSEY TOWN BOARD
<br />August 21, 1972
<br />
<br />The meeting was called to order by Mr. Murphy,
<br />l;J1airman at 8:00 p.m. Present were Mr. Cox, Mr.
<br />;><:arborough and Mr. Peterson, Town Clerk, and Mr.
<br />"G'oodrich, Towns,hip Attorney.
<br />
<br />Mr. Peterson read the minutes of the last stated
<br />meeting. On page 2 it should be 12S feet in height. Mr.
<br />, Cox moved the minutes be accepted with this
<br />correction. Seconded by Mr. Scarborough. Motion
<br />carried.
<br />
<br />Discussion On grader: Mr. Barstow has the
<br />specifications written up. Discussion on buying a new
<br />grader with tive year maintenance contract. Will have
<br />a report at the next meeting.
<br />
<br />Mr. Murphy has written the City Of Anoka requesting
<br />that .they notify the Ramsey Town Board about their
<br />next meeting to take up the matter of the restrictions
<br />about the landfill in our Township.
<br />
<br />Mr. Murphy stated the Ramsey Town Board had
<br />been invited to a meeting with the Anoka City
<br />Commission at 7:30 p.m. on August 24th to discuss
<br />fulure development, incorporation and territorial .
<br />limits with them and Grow Township and Champlin. ~
<br />
<br />The minutes of the last regular Planning and Zoning
<br />Commission were read by Mr. Reimann. Roads had
<br />been inspected tonight by some of fhe members of the
<br />Planning and Zoning Commission. Greenland Hills No.
<br />1 and No. 2 and the Westphal Addition had been
<br />in spec ted.
<br />
<br />Mr. Goodrich stated the Lorentzen request for a
<br />special use permit could be discussed at a later date.
<br />On September 7th at 10:00 a.m. at the Anoka County 'I.
<br />Court House Mr. Tooker will be presenting our case for
<br />incorporation. The incorporation petition for Hum
<br />Lake has been tabled. Grow Township has alsc
<br />requested incorporation.

<br />Old Business: On the m~tter of road repair at 167th,
<br />Iwo bids have been received. We will receive a bid
<br />from H & O. Work is to bedone this year. The Township
<br />Engineer suggested that the builders Should be
<br />required to put up a performance bond for one year
<br />atter completion of any road that is accepted by the
<br />Township. A builder had called Mr. Barstow
<br />requesting him to bring in many loads of gravel for his
<br />roads. This should not be. Jaspar Street should be
<br />started right away. It was suggested we get bids from
<br />other road builders. Request for work on th~' west side
<br />of 183rd. It was decided we must first have a firm bid
<br />before having any of this work done. Jaspar Street
<br />should be regraded. We should make maximum use of
<br />TownShip staff for road work. Mr. Murphy asked If Mr.
<br />Cox could get an approximate cost on some of this road
<br />work. Mr. Cox moved we go ahead and rebuild Jaspar
<br />Street with a $2,000 limit by USing our equipment in
<br />conjunction with other heavy equipment. Seconded by
<br />Mr. Scarborough. Motion carried.
<br />
<br />Secretary: Mr. Peterson stated he needed help. Four
<br />people who applied were very outstanding. Mr. Cox
<br />wants to hire someone on an hourly basis, perhaps 20
<br />hours per week, at 52.25 per hour. Mr. Cox moved they
<br />Iry to hire a secretary for 20 hours per week at 52.2S per
<br />hour with the pOSSibility that If it Is needed it could be a
<br />full time position. Seconded by Mr. Murphy. Mr.
<br />Murphy .5uggested those who had answered the ad
<br />should be called in.
<br />
<br />Weed Inspector: Mr. Roger Eng is the new Weed
<br />Inspector. Mr. Cox moved Mr. Eng be hi red as the
<br />Weed Inspector. Seconded by Mr. Scarborough. Motion
<br />carried. Pay is 5300 annually.
<br />
<br />Carol Gower: Mr. Scarborough moved this
<br />application for a nursery class be accepted. Seconded
<br />by Mr. Cox. Motion carried. '
<br />
<br />Richard Lorentzen: It was agreed by Mr. Lorentzen
<br />at the trial that he was not going to use this as a
<br />salavage area but only for parking Over night. This
<br />does not agree with the request for a speCial use permit
<br />that was sent to the Planning and Zoning Commission.
<br />Mr. Scarborough moved that Mr. Goodrich write a
<br />letter to Mr. Lorentzen outlining the conditions under
<br />which the special Use permit could be granted and that
<br />it would not be for the operation of a salvage yard but
<br />would include parking tow trucks OVer night only.
<br />Seconded by Mr. Cox. Motion carried. This should state
<br />that cars attached to tow trucks cannot be detached
<br />from the tow trucks.
<br />
<br />Harbor Development: Mr. Cox mOVed we renew this
<br />permit. Seconded by Mr. Scarborough. Motion carried.
<br />
<br />County Line Road. Mr. Goo'drich talked to Mr.
<br />Hagen's attorney but they have not come up with
<br />anything up to this time.
<br />
<br />Mr. Barstow needs sand and gravel for the roads.
<br />Mr. Cox moved that Mr. Barstow Check with the
<br />County and obtain costs from them. Seconded by Mr.
<br />Scarborough. Motion carried.
<br />
<br />Mr. Larson-assessor: Ramsey TOwnship was not
<br />notified in time by the State of Minnesota about a new
<br />law concerning assessors and so has been denied by the
<br />State the right to have its own assessor. Weare gOing to
<br />take this to District Court because we feel we want our
<br />Own tax assessor instead of having the County do it.
<br />This will come up in court in about three weeks.
<br />
<br />A group of people in our Township are' concerned
<br />about having a school out here. Mr. Erling Johnson.-
<br />Superintendent of District 11 has asked this group to
<br />come in to plead their case before the School Board at
<br />7::JJ, Monday, September 11th. Mr. Murphy has talked
<br />to Mr. Johnson about this maller. Mr. Murphy has
<br />drawn up a resolution to be read to the people at this
<br />meeting. Mr. Cox moved this resolution be presented to
<br />the School Board at their next meeting. Seconded by
<br />Mr, Scarborough. Motion carried.
<br />
<br />Mr. Loren Turnquist brought a request from the
<br />Anoka Fire Dept. for the approval of a beer license and
<br />bingo perm it for the Anoka Firemen's Shoot. Mr.
<br />Scarborough moved we approve both the beer license
<br />and the bingo permit for this event. Seconded by Mr.
<br />Cox. Motion carried.

<br />Mr. Cox asked if there was money held by the

<br />certain investments can be made.

<br />made by the people living on this road of five years at
<br />$SO plus per year for half a mile, estimate might be
<br />56,000 or about $2.35 per foot. Mr. Goodrich said he
<br />would look into this matter.

<br />11th due to the Labor Day holiday.

<br />Mr. Vern Kattslof wants to know if he can park a
<br />trailer while they, build their. house. He has 5 acres. A
<br />motion was made by Mr. Scarborough that Mr.
<br />Kattslof.begiven a permiUor.a.house trailer on his
<br />land for90 days. Seconded by Mr. Cox. Motion carried'-

<br />
<br />Mr. :.Aenkveid requJsted' a variance for Pineview
<br />Estates S E'l, of Sec. 21 to be sold by metes and bounds
<br />description. This variance had been granted on July
<br />17th but was signed this evening.
<br />
<br />Mr. Menkveld requested a special use permit for a
<br />Mobile Home Park. Mr. Reimann brought a report on
<br />this from the Caswell Engineering Co. Mr. Dennis
<br />Anderson had a report from Mr. Sha. Mr. Scarborough
<br />moved Ihal a permit for a mobile home park be
<br />granted Mr. Gilbert Menkveld provided that all
<br />conditions of Ihe current ordinances are complied with
<br />and that the Townsh ip attorney draw up the conditions
<br />and be authoriZed to enter into a contract and lease
<br />with Gilbert Menkveld for the maintenance and
<br />ownership requirements of the sanitation system in
<br />accordance with the Township MObile Home Park
<br />ordi'1ance and further that a variance be granted for
<br />the minimum set back requirement Of 20 feet from the
<br />curb and 5 feet from the sidewal k, the developer shall
<br />furnish double the area shown for disposal of the
<br />affluent. Seconded by Mr. Cox. Motion carried.
<br />
<br />Mr. Peltzer brought drawings of land laid out in 1970.
<br />Mr. Cox moved that a variance be provided on Peltzer
<br />land platted before April 27, 1972. Seconded by Mr.
<br />Scarborough. Motion carried.
<br />
<br />Mr. Darell Chapman. Motion made by Mr. Cox that
<br />we approve the variance requested by Mr. Darell
<br />Chapman for a building permit. Seconded by Mr.
<br />Scarborough. Motion carried.
<br />
<br />Thurston: Requeslfor approval for preliminary plat.
<br />Mr. Scarborough moved this preliminary plat ,be
<br />accepted. Seconded by Mr. Cox. Motion carried.
<br />
<br />Gorham property: Mr. Cox moved we grant a
<br />variance to Mr',Kempe on property tie is buying from
<br />Mr. Gorham. Seconded by Mr. Scarb'orough. Motion
<br />carried.

<br />Mr. Manfred'Schake: Mr. Cox mOVed that we grant a
<br />variance for four lots for Mr. Schake in Sec. 15.
<br />Seconded by Mr. Scarborough. Mollon carried.

<br />Mr. Hoium: Preliminary plat for Barthel's Rum
<br />River Acres. Mr. Scarborough made motion that this
<br />preliminary plat be accepfed. Seconded by Mr. Cox.
<br />Motion carried.
<br />
<br />Mr. Hoium: Preliminary plat for Carol.Rose Acres.
<br />Mr. Scarborough moved this preliminary plat be
<br />accepted. Seconded by Mr. Cox. Motion carried.
<br />
<br />Mr. Hoium: Golden Eagle Estates preliminary plat.
<br />BO lots in 140 acres. Motion made by Mr. Scarborough
<br />that this preliminary plat be accepted. Seconded by
<br />Mr. Cox. Motion carried.
<br />
<br />Mr. Scarborough resigned as of this evening due to
<br />his health. Mr. Cox moved his reSignation be accepted
<br />and wished him the best of everything in the future.

<br />Mrs..Eng said they had stayed this long in order to
<br />thank Mr. Scarborough for his services to the
<br />Township. Mr. Scarborough received a standing
<br />ovation and best wishes from all present. Mr.
<br />Scarborough turned in his manual and his key.

<br />repair work. Mr. Peterson was authorized to take in for
<br />repairs. This machine is to be used by Mr. Pittman, the
<br />Building Inspector.
