<br />PRINTER'S AFFIDAVIT OF PUBLICATION <br /> <br />REGULAR MEETING OF <br />RAMSEY TOWN BOARD <br />July 17, 1972 <br /> <br />The meeting was called to order at 6:00 p.m. by the <br />Chairman, Mr. Murphy. Present were Mr. <br />Scarborough, Mr. Cox, Mr. Peterson, Clerk and Mr. <br />Goodrich, Township attorney. <br /> <br />IW. Peterson read the minutes ot the last stated <br />meeting. Correction in reterence to Riverwood Hills <br />Plat No.1 it should read "this preliminary plat has <br />been passed". Mr. Scarborough moved the minutes be <br />accepted with this correction. Seconded by Mr. Cox. <br />Motion carried. <br /> <br />Report on incorporation preparations: Mr. Charles <br />Tooker is in the process of preparing plats and doing <br />research. We have not had any meetings with him as <br />yet but we will be having meetings before the next <br />Township meeting. September 7th will be the first <br />hearing. We are not sure of the location of the hearing <br />as yet but it will probably be at the courthouse in <br />Anoka. <br /> <br />Some people have been concerned about the new <br />platting ordinance. For people who had land approved <br />by the Planning and Zoning Commission and the Town <br />Board prior to the ordinance gOing into effect, they <br />have to appear at the Town Board for approval to sell <br />the lots in these plats. Mr. Scarborough stated these' <br />people had been promised by the Town Board that the I' <br />new ordinance would not affect those whose plats had <br />already been approved. The platting ordinance is not <br />retroactive. If someone wants a permit to build on a lot <br />that was surveyed before the ordinance went into <br />effect, each case should come before the Planning and <br />Zoning Commission. The purchase agreement or <br />contract for deed must stay the same as it was before' <br />the ordinance was passed. <br /> <br />Discussion on secretary for the' Townsl)ip. II was <br />decided it would take too long to go through the replies <br />to the advertisement at this time and ihliould be taken <br />up at a later meeting. <br /> <br />Discussion on Building I nspector's wages. Our <br />Building Inspector gets 50 percent and the Township <br />gets 50 percent of the fees. In Grow Township he gets 90 <br />percent and the TownShip gets 10 percent. In Champlin <br />the Building Inspector gets 70 percent and the <br />Township gets 30 percent. <br /> <br />Grader: Mr. George Eide of Forest Lake was <br />present. He sells second hand graders. Mr. Barstow <br />said he had looked at a few second hand graders in <br />different places. He said we would have 60 to 70 miles <br />of snow to plow plus the new plats that have been <br />issued this year. Mr. Barstowsaid the grader has a bad <br />case of asthma. We will need another grader and later <br />on possibly another truck. Mr. Murphy asked Mr. <br />Barstow to give the Town Board specifications for a <br />second hand grader so we can advertise for bids. Mr. <br />Murphy asked Mr. Cox to get together with Mr. <br />Barstow about this matter. <br /> <br />IW. Mert Watson of the Anoka City Council was <br />present. He introduced Mr. William K. McKieof McKie <br />& Associates, Inc. and Mr. Ray Kellis of the firm that <br />is handling the dump in Ramsey Township at the <br />present time. Mr. McKie stated they were developing <br />plans for the landfill operation and showed maps of <br />three stages in its operation eventually becoming a <br />Skiing area in 1996 with a height of 125 feet. He said <br />they were now taking care Of the paper blowing around <br />the area. Mr. Kellis said they had spent $700 to get the <br />debris picked up. Mr. Westphal stated it looked very <br />ragged at the back Of the landfill at this time. Mr. <br />Murphy asked them if they were gOing to put in trees <br />around the landfill and Mr. Kellis replied they hoped to <br />do something like this. Mr. Scarborough stated the <br />Town Road had a four ton load limit and the trucks <br />hauling over it now weighed over 10 ton and he asked <br />what they planned to do about it. Mr. Kellis said this <br />would have to be worked out with the City of Anoka and <br />Ramsey TownShip. A question was asked as to why <br />their charges were not always the same for the same <br />size load and could not Ramsey Township residents get <br />a better deal. Hestated cars and pickups may feel they <br />are being abused but that there was not as much <br />money in this business as some people thought and that <br />it costs a great deal to have the personnel to run this <br />operation. II was decided the Town Board would have <br />to sit down with the Anoka City Council to draw up the <br />restrictions under which this dump or landfill will be <br />operated. Mr. Scarborough moved that the Anoka City <br />Commission and the Ramsey Town Board draw up a <br />responsibility contract. Seconded by Mr. Murphy. <br />fv\otion carried. <br /> <br />Carol Gower requested permission to operate a day <br />care school. She will have remedial reading or pre. <br />school reading for pre.school children, possibly 5 or 6 <br />at a time. II would be a small learning school for five <br />year olds. She is in a residential area. II was suggested <br />she go to the next Planning and Zoning Commission <br />meeting on August 9th. Her address is 9136 Collins <br />Drive N.W. She has been to see Mrs. McDonald of the <br />Welfare Dept. in Anoka. <br /> <br />Fire Contract with Elk River: Mr. Peterson had <br />contacted the Elk River Fire Department as to why <br />their charge was so high. They stated the quotation had <br />been wrong and that their charge.would be $240.00 for <br />12 percent of the valuation of the Township. Mr. Cox <br />moved we stay with the Anoka Fire Dept. contract. <br />Seconded by Mr. Scarborough. Motion carried. <br /> <br />IW. Hunt is in Montana and will not be about to <br />inspect weeds. This job is now open. II pays $300.00 per <br />year. Mr. Peterson had a call from the County about <br />weed inspecting. <br /> <br />IW. Countryside Estates: Roads will be accepted if <br />ditches are approved by the Building Inspector, this <br />motIOn made by Mr. Cox. Seconded by Mr. <br />Scarborough. Motion carried. <br /> <br />ACh~Ck for $100.00 was received from Mr. George L. <br />walqUIS! of Harbor Developer, Inc., 4230 Central Ave. <br />N.E., Minneapolis 55421 for renewal of mining permit <br />- for work on Kings Island. <br /> <br />A request was received from the Knights of <br />Columbus for a bingo permit for the County Fair. Mr. <br />Scarborough moved this permit be granted. Seconded <br />by Mr. Cox. Motion carried. <br /> <br />Kork's Addition: Motion made by Mr. Cox that he <br />can seil the remainder of his land. Seconded by Mr. <br />Scarborough. Motion carried. <br /> <br />Ford Brook Estates: Motion was made by Mr <br />Scarborough that final plat be accepted. Seconded b~ <br />Mr. Cox. Motion carried. <br /> <br />Co~nty Line Road: Mr. Goodrich said he thought a <br />solution can be worked out without going to court. <br /> <br />Menkveld's Country Park. Motion made by Mr. <br />Scarborough to give Mr. Menkveld permission to <br />complete the sale of the existing lots. Seconded by Mr <br />Cox. Motion carried. . <br /> <br />Hunter's H ill: Road to be changed from 30 fl. to 33 fl. <br />Mr. Cox moved this plat be accepted. Seconded by Mr. <br />Scarborough. Motion carried. <br /> <br />Jess Hall: He asked about SUbdividing his property. <br />Aftl~r some discussion Mr. Scarborough moved on a <br />vanance for Jess Hall's property. Seconded by Mr. <br />Cox. MotIon carried. <br /> <br />Pineview E~tales: Mr. Scarborough moved Mr. <br />Menkveld be gIVen permission to sell remaining lots. <br />Seconded by Mr. Cox. Motion carried. <br /> <br />Countryside Estates: Mr. Hagen: The Town Board <br /> <br />stat.ed these lots would have to have ditches and good <br />drainage. <br /> <br />Mr. Cox moved the meeting be adjourned. Seconded <br />by. Mr. Scarborough. Motion carried. Meeting was <br />ad,ourned at 12:00 p.m. <br /> <br />Stack Estates: Mr. Russell: Mr. Scarborough moved <br />that St~ck Estates No. 1 be approved for sale of <br />remaining lots.
