<br />( <br /> <br />P KIN! <br /> <br />:w <br /> <br />REGULAR MEETING OF <br />RAMSEY TOWN BOARD <br /> <br />June 19, 1972 <br /> <br />The meeting was called to order at 8:00 p.m.' by the <br />Chairman, Mr. Murphy. Present were Mr. <br />Scarborough, Mr. Cox, Mr. Goodrich, Township <br />Attorney and Mr. Peterson, Clerk. <br /> <br />The minutes of the last stated meeting were read by <br />Mr. Peterson. Mr. Scarborough moved the minutes be <br />accepted as read. Seconded by Mr. Cox. Motion <br />passed. <br /> <br />Mr. Cox reported on the township directory. The <br />directories will be available at the next Town Board <br />meeting. <br /> <br />Mr. Murphy reported that Mr. Sha had given them the <br />names of three people, who had been interviewed by <br />the Town Board for preparing the ground for the <br />incorporation proceedings before the Municipal <br />Comm ission. They decided that Mr. Charles Tooker <br />from Farmington would be the best choice. He has <br />been before the Municipal Commission three or four <br />times for other communities and has done very well. <br />Hesaid there were four items to prepare: a Base Map, <br />Existing Conditions Atlas, Preliminary Sketch plan <br />and Boundary Study 'and Report, which would cost <br />$3,000 and then his services would be $200 per hearing. <br />There may be two, three or four hearings. Mr. CoX' <br />moved we authorize Mr. Tooker to serve as planner for <br />Ramsey Township incorporation study and hearings <br />right away. Seconded by Mr. Scarborough. Mr. Tooker <br />had stated that he would notify the Town Board if he <br />thinks this is not the best ,way for the Township to go. <br />Motion passed. <br /> <br />Mr. Tooker wants to hold three joint meetings with the <br />Town Board and the Planning and Zoning Commission. <br /> <br />Mr. Peterson gave a report on the Board of <br />Equalization meeting. . <br /> <br />Mr. Cox: Town signs. He stated that a 4x8 foot sign <br />lettered on both sides would cost $75.00 with "Ramsey <br />Town Hall-meetings every third Monday. This does <br />not include the painting of the background. The 3x4 <br />signs would be $30.00 each for the lettering. Mr. <br />Reimann suggested that the Planning and Zoning <br />meetings also be noted on the board. This was agreed <br />to. Mr. Scarborough moved we order these signs. Mr. <br />Cox seconded the motion. Motion carried. <br /> <br />Mr. Peterson reported on the table to be made for the <br />Town Hall. He stated the man who is gOing to make it <br />said that 8 feet was as long as it should be, otherwise it <br />would have to be spliced. <br /> <br />Mr. Murphy said there had been some requests about a <br />road between Highway 10 and 52 going north. Mr. <br />Brutlag of the Elk River School District office was <br />presenfwiff1 Mr. Speck and Mr. Philip Kafnis, who live <br />in that area. Mr. Brutlag said that at the present time, <br />some of the buses must go approximately 15 miles via a <br />roundabout way on Ramsey Township Roads 83 and 63 <br />and Highways 10 and 52 in order to complete their bus <br />routes. This distance could be cut considerably if a <br />road connected the two areas. Mr. GOOdrich said it was <br />a user established road and a constructively dedicated <br />road. This road can be dedicated to the public. The <br />road appears on a county map. Both Elk River and <br />Ramsey Township have spent some money on it. In <br />1961 both Ramsey Township and Elk River paid half of <br />the expense of fixing up this road. This road has been in <br />usefor21 years. Mr. Philip Katnis owns the land on the <br />Sherburne side. He said he has pulled many cars out <br />that have become stuck on th is road and he is getting <br />tired of it. Someone put a heap of brush on the road to <br />stop its being used and someone else dug a ditch across <br />the road. Mr. Katnis thinks the road should either be <br />fixed up properly and maintained or closed. He said he <br />would like to see this road built up properly and <br />maintained. The road is about a mile long. Mr. Speck <br />and Mr. Katnis, who own the land said they would be <br />willing to give the land for this road so it would be 4 <br /> <br />~~s"""~e.~'Goodrk~an~otic;;h~~b~tt~ <br />a developer along this road that this is a road. <br /> <br />Mr. Scarborough made a resolution that this road has <br />been determined to be a Township road known as the <br />"County Line Road" and therefore it is open to the <br />public and should be kept open to the pUblic and will be <br />improved according to the Township road ordinances <br />atter the easements have been determined by the <br />Township Attorney. Seconded by Mr. Cox. Motion <br />carried. <br /> <br />Mr. Goodrich will write to the developer and to the <br />home owner along this road to this effect. <br /> <br />Mr. Goodrich was asked about the new addition to the <br />dog ordinance. He had this drawn up and presented to <br />the Board for their perusal. One change was made to <br />this, namely that the innoculation for rabies must be <br />effective for the period of the dog license. Mr. Cox <br />moved that this addition and change to the dog <br />ordinance be accepted for the present dog ordinance. <br />Seconded by Mr. Scarborough. Motion passed. <br /> <br />Mr. Reimann read the minutes of the last stated <br />meeting of the Planning and Zoning Commission. Mr. <br />. Scarborough recommended that the minutes be <br />accepted as read, by the Town Board. Seconded by Mr. <br />Cox. Motion carried. <br /> <br />The cost of the'platting ordinance copies was 23'hc per <br />copy. II was decided that these would be given out as <br />needed at no cost but only one to a person. <br /> <br />Auto salvage operation across Hy. 10 from the Tec. <br />Center: Mr.-Lorentzen pleaded not guilty to operating <br />a business without a speCial use permit. Court hearing <br />will be July 13th. <br /> <br />Street names: Mr. GoodriCh stated Ramsey Township <br />has the righ't to change street names. 1965) <br /> <br />" ImPounding of Cars: Mr. Peterson will check with the <br />fire chief in Anoka about this matter. <br /> <br />There have been complaints about developers letting <br />litter from their building operations blow around and <br />not keeping it picked up. They must comply with the <br />TownShip litter iaws. Mr. Pillman stated he would <br />contact the developers about this matter. <br /> <br />Mr. Barstow stated that on the east side of the <br />Township across the river there are two street signs <br />needed on Merrystone and Roanoke Lane. Signs will be <br />ordered and Mr. Barstow will install them. He is going <br />to repair some of the other signs. <br /> <br />Action on secretary for the Township. Mr. Peterson <br />will place an ad in the papers twice. Mr. Cox suggested <br />the secretary also do weed inspecting. Mr. Peterson <br />stated they already had a weed inspector. Letters of <br />application must be in before July 15th for secretary. <br /> <br />Park Fund: Money for parks is coming in from <br />developers. Mr. Cox moved we establish a park fund. <br />Seconded by Mr. Scarborough. Motion carried. <br /> <br />Mr. Barstow: Repairs on the grader will run about <br />$900.00. He said we should think about getting another <br />second hand grader before winter because all the work <br />cannot be done with this one grader. II will not stand up <br />under all the work needing to be done. <br /> <br />The Town Board suggested that Mr. Barstow get <br />together with the Planning and Zoning Commission to <br />determine road work that needs to be done in the <br />Township. They were also instructed to get bids on <br />repairing a piece of road on 167th which was repaired <br />last year but has not stood up. <br /> <br />Last meeting a petition was received requesting a <br />clean up on Rhinestone and 153rd. This has been done. <br /> <br />21 homes on Township Road 156th Ave. N.W. between <br />Variolite and Armstrong Blvd. N.W. requested <br />something be done about a dust problem there. They <br />were informed it would need a petition with the cost <br />being assessed aga inst the property owners. <br /> <br />We received a quit claim deed for easement for road <br />from August Peltzer SW'/4 of SWl/4 Sec. 22, Township <br />32, Range 25, Anoka County. <br /> <br />Mr. Hoium brought the final plat for Sports Haven with <br />48 acres and 26 lots. I t had been passed by the Planning <br />and Zoning Commission. It is on 167th Ave. N.W. Mr. <br />Cox moved that this plat be accepted. Seconded by Mr. <br />Scarborough. Motion carried. <br /> <br />Mr. Hoium brought the final plat for Rolling Green <br />Addition with 38 acres and 31 lots. This plat had been <br />passed by the Planning and Zoning Commission. Mr. <br />Scarborough moved this plat be accepted. Seconded ;'y <br />Mr. Cox. Motion carried. <br /> <br />Mr. Hoium brought the final plat for Hall.Anderson <br />with 90 acres and 60 lots. This plat had been passed by <br />the Planning and Zoning Commission. Mr. <br />Scarborough moved this plat be accepted. Mr. Cox <br />seconded the motion. Motion carried. <br /> <br />Mr. Hardie brought the preliminary plat for <br />Riverwood Hills Plat 1 at 179th Lane N.W. with 58.9 <br />acres and 44 lots. This plat had been passed by the <br />Planning and Zoning Commission. Mr. Scarborough <br />moved this plat be accepted. Seconded by Mr. Cox. <br />Motion carried. <br /> <br />Mr. Scarborough moved the meeting be adjourned. <br />Seconded by Mr. Cox. Motion carried.
