~AMS~ TOWNSBIP PUBLIC M~TING ON I~OORPORATION <br /> <br /> The Advieor~ 0cemaittee appointed at the last meeting consisted of Mr. <br />Dick ~ha. Mr. Robert Cook, Mrs. Roger Eng, Mrs° John Baubrich, and Mro John <br />I~one. All Town Board members were present. The meeting was opened by Mr. <br />Murph~v, Chairman of the To~n ~oard. He stated ~olum Engineering Associates has <br />some 800 acres platted and Chapman, 55 sores. Mr° Menkveld and others have <br />land platted and in the platting stage. In 1968-1969 an incorporation ~tudy <br />was made with the City of Aaoka. This, however, was dropped. Mr. Murphy then <br />turned the meeting over to M.v, Robert Cook. Be read the report of the Advisory <br />Committee which had been distributed to each person present. Be said that he <br />felt we should try to control the growth of Ramsey Township ourselves and then <br />we would be more likely to have the type of community in which we want to live. <br />Be feels Ramsey Township is going to be a large unit and could some day have a <br />population of 100,000. None of this will happen over night, of course, and it <br />will be a long tim~ before anything is done about the incorporation. Everyone <br />should do mush thinking about this matter. The eventual hookup with the Metro- <br />politan 8ewer will probably be done outside our municipalityes control. <br /> <br />We have several problems. One is the encroachment of the City of Anoka. Mr. <br />Lareon stated we have 5~ homesteads at the close of 1971 and about 200 have <br />been added since that time. Borne kind of municipal government will take over. <br />There will be needed services each as fire and police protection. Even if we in- <br />corporate, these services can be handled in the same manner in which they are <br />now until such time ae the residents demand expanded services. The City of <br />Auoka has come out t~ the west side of the Tec. Center building and they also <br />have 319 acres across the railroad tracks north of Highway 10. If we start in- <br />corporation proceedings, we should put as much planning into it as possible. We <br />will need good professional help. There is a possibility we should have a Joint <br />powers study including Grow, Ham Lake, and the City of Anoka with Ramsey Township. <br />in view of the fact th~ the foregoing townships are also trying to incorporate. <br />One of the steps in this stud~ is the relationship between these communities. <br />It is better to find so~ way to make this study ourselves, possibly making two <br />municipalities out of the four in question. <br /> <br />The 1971 market value of Ramsey Township ia as foll&we~ <br /> <br />$1. 83.3 8 - <br />11, 103,831 - <br /> <br />agricultural <br />homesteads <br />industrial & commercial mostly along t~v. 10. <br />in service stations & truck ,tope <br /> <br />making a total of $1~,725,82~ for market value of property in Ramsey Township. <br />There are 750 homesteads and 1500 parcels of land. <br /> <br />Question~ If ye become a village, hey fast do we have to go into these new pro- <br />grams? <br />Anew, r: The amount of services and government expense would be dependent on the <br />people and the elected officials. Bovever, if we Join the City of Anoka, we <br />could and would get the taxes first and the services quite some time later. We <br />would have much better control over the services, expenses and government under <br />our own village type government. We would only have one representative in Anoka <br />and we would have to asetu~ their bonded indebtedness and earlier mistakes. It <br />is well known that Anoka has more government than it needs, in fact the Municipal <br /> <br /> <br />
