<br />REGULAR MEETING OF
<br />RAMSEY TOWN BOARD
<br />April 17, 1972
<br />
<br />The meeting was called to order at 8:00 p.m. by the
<br />chairman, Mr. Murphy: Present were Mr.
<br />Scarborough, Mr. Cox, Mr. Peterson, Clerk and Mr.
<br />Goodrich, Township attorney.
<br />
<br />The minutes of the last stated meeting were read.
<br />Correction: "Litter from the dump" not the odor.
<br />Correction: "recommend" DeZiel's liquor license be
<br />issued. Motion by Mr. Cox that the minutes be
<br />approved. Seconded by Mr. Scar,borough.
<br />
<br />Mr. Goodrich gave his report for the past year
<br />stating he was happy to report that at this time there
<br />are no assessments in the Township.
<br />
<br />Mr. Reimann, Chairman Of.~~~1 Planning and Zoning
<br />Commission, read the minutes of the April 3rd and
<br />April 11th meetings. '
<br />
<br />Mr. Scarborough said he was not in favor of Mr. Hoium
<br />paying for the cost of the April 11th meeting of the
<br />Planning and Zoning Comm ission. Mr. Scarborough
<br />moved that based on the jUdgment of the Chairman of
<br />the Planning and Zoning Commission to insure that a
<br />favoring of interest did not exist and that 1iw special
<br />meeting for platting or zoning for I a particular
<br />contractor or developer could be paid for by that firm.
<br />Seconded by Mr. Cox. Motion passed.

<br />The Anoka fire contract is $1006. 'This contract covers
<br />theentire township: II was suggested that people living
<br />in the 441 telephone area should be notified about this.
<br />Mr. Scarborough moved that we go 100 percent with
<br />the Anoka Fire Deparimen't contract. Seconded by Mr.
<br />Cox. Mot ion passed.\

<br />Mr. petersorc, was asked to look up last year's
<br />resolution regarding impounding for cars for which the
<br />fire department has been called.
<br />
<br />The Dickenson and lnternation,al Harvester dealefship
<br />unpaid fire call was referred for settlement with their
<br />respective attorneys.
<br />
<br />The present landfill does nol have a license from the
<br />Minnesota Pollut.ion Control Agency. It was suggested
<br />that a six foot chicken wire fence be put up to catch the
<br />floating paper. Mr. Scarborough said the City of Anoka
<br />is responsible for the operation of the landfill and it is
<br />unacceptable and that we attempt to open up new
<br />negotiation agreement with the City of Anoka.
<br />Seconded by Mr. Cox. Motion passed unanimously.
<br />
<br />On Highway 10 across from the Tech. School, there is
<br />an unauthorized salvage operation. Mr. Goodrich has
<br />written several letters to the operator. Mr.
<br />Scarborough moved the operator be required to post a
<br />SJ,ooO bond to clean up the salvage cars and refuse
<br />before he moved oul. which the owner indicated
<br />would be about June 1st. Seconded by Mr. Cox. Passed
<br />unanimously.

<br />Discussion on repairs for Jasper St.:
<br />
<br />Moved by Mr. Scarborough Ihat Jasper Street, as well
<br />as all of Ihe other town roads which were accepted
<br />prior to the time that the present road specifications
<br />went into effect, should be looked at, and priorities
<br />established for the improvement of these roads to meet
<br />approval of the Planning and Zoning Commission, and
<br />that all plans and costs for improvements be approved
<br />by County Engineer prior to letting any bids or
<br />receiving approval from the Board of Supervisors.
<br />
<br />There will be another public hearing on incorporation
<br />at the Tech. Center on May 9th at 8 :00 p.m.
<br />
<br />Mr. Scarborough moved that the Town Board petition
<br />for incorporation with the understanding that it will be
<br />based on the wishes of the people. This will include the
<br />$200 fee for filing. Seconded by Mr. Cox. Motion passed
<br />unanimously.
<br />
<br />Mr. Scarborough moved we pass a resolution that the
<br />Anoka County Union newspaper be designated as the
<br />legal newspaper for Ramsey Township. Seconded by
<br />Mr. Cox. Motion passed unanimously.
<br />
<br />Mr. Cox was asked to look into the cost of a large
<br />bulletin board for the front of the Town Hall and two
<br />small boards for the other two legally designated
<br />locations in the Township, and a large sign.
<br />
<br />School Board election for District 11, will be May 16th,
<br />Tuesday, at the Town Hall. This election will be for
<br />part of Burns, Parts of Oak Grove. and part of Ramsey
<br />Townships. There will be registration for all voters
<br />
<br />who have not registered up to now at the Town Hallon eing duly sworn, on oath says he is and during
<br />April 21st. 24th, and 25th from 1 :00 to 9:00 p.m.

<br />Mr. Cox moved we advertise special interest items in
<br />the shopper and that these items must be approved for
<br />each occasion. Seconded by Mr. Scarborough. Motion
<br />passed.
<br />
<br />Mr. Scarborough moved that the Board be permitted to
<br />hire a full time secretary for the Township at a salary
<br />of between $6,000 and $6,500 a year. Seconded by Mr.
<br />~ox. Motion passed unanimously.
<br />
<br />Mr. Cox moved we have a dog clinic at the Town Hall
<br />on May 6th from 9:00 to 12:00 Saturday forenoon, with a
<br />veterinarian present to administer shots and Mr.
<br />Peterson available to issue dog licenses. Seconded by
<br />Mr. Scarborough. Motion passed unanimously.
<br />
<br />Mr. Cox moved we advertise the dog cl inic in the
<br />Shopper, as well as, the legal newspaper for two issues.
<br />Seconded by Mr. Scarborough. Motion passed

<br />
<br />Mr. Scarborough moved that a resolution be forwarded
<br />to the state by our attorney stating that we want to
<br />keep our local assessor. Seconded by Mr. Cox. Motion
<br />passed unanimously.

<br />Mr. Cox moved we update the Township directory.
<br />Seconded by Mr. Scarborough. Motion passed
<br />unanimo~sly.
<br />
<br />Mrs. Carter asked the Town Board about building a
<br />ballroom in Ramsey Township. She was referred to the
<br />Planning and Zoning Commission.
<br />
<br />Mr. Goodrich stated the 5.5 per cent increase in wages
<br />was the limit at this time. Slow signs for children were
<br />requested on 152nd Ave. between County Rd. 56 & 57.
<br />This was referred to Mr. Barstow.
<br />
<br />Mr. Sha, Ramsey Engineering Consultant, stated our.
<br />platting ordinance is a very fine one and should help in
<br />Ihe planning of Ramsey Township.
<br />
<br />Mr. Scarborough moved that the ordinance regulating
<br />the organization and platting of land in Ramsey
<br />Township be accepted. Seconded by Mr. Cox. Motion
<br />passed unanimously.
<br />
<br />Mr. George Bauer brought a preliminary plat on the
<br />Ford Brook Addition. This plat had been checked by
<br />the Planning and Zoning Commission and passed with
<br />stipulations. Mr. Scarborough moved this preliminary
<br />plat be accepted with the stipulations made by the
<br />Planning and Zoning Commission. Seconded by Mr.
<br />Cox. Motion passed unanimously.
<br />
<br />Mr. Hall brought a plat called Highland Park
<br />preliminary. This plat had been checked by the
<br />Planning and Zoning Commission. Mr. Scarborough
<br />moved this preliminary plat be accepted. Seconded by
<br />Mr. Cox. Motion passed unaimously.
<br />
<br />Mr.' Hoium presented the preliminary plat on
<br />Greenland Hills NO.2. This plat had been checked by
<br />the Planning and Zoning Commission. Mr.
<br />Scarborough moved this preliminary plat be accepted.
<br />Seconded by Mr. Cox. Motion passed unanimously.
<br />
<br />Mr. Hoium presented the final plat on Whispering
<br />Pines No. 1. This plat had been checked by the
<br />Planning and Zoning Commission. Mr. Scarborough
<br />moved this plat be accepted. Seconded by Mr. Cox.
<br />Motion passed unanimously.

<br />Pines NO.2. This plat had been checked by the
<br />Planning and Zoning Commission. Mr. Scarborough
<br />moved this plat be accepted. Seconded by Mr. Cox.
