<br />REGULAR MEETING OF <br />RAMSEY TOWN BOARD <br /> <br />March 20,1972 <br /> <br />The meeting was called to order at 8:00 p.m. by Mr. <br />Scarborough, Chairman, Present were Mr. Murphy, <br />Mr. Peterson and Mr. Cox. Mr. Peterson was sworn in <br />as Town Clerk. Mr. Arnold Cox was sworn in as <br />supervisor. <br /> <br />Mr. Scarborough asked that Mr. Goodrich bring his <br />annual report to the next meeting. <br /> <br />The next item was balloting for chairman of the <br />board for the ensuing year. Mr. Murphy was elected <br />chairman for the ensuing Year. <br /> <br />The minutes of the last stated meeting were read. <br />Correction to delete the second sentence about liquor <br />licensing in the Township. Also the final plat for <br />Brookview Estates was accepted at the March 6th <br />meeting. Mr. Scarborough moved the minutes be <br />accepted with these corrections. Mr. Cox seconded the <br />motion. <br /> <br />The minutes of the last Planning and Zoning <br />Commission meeting were read by the Chairman, Mr. <br />Reimann. There was a change suggested for the Dog <br />Ordinance. Such a change could not be made without a <br />pUblic hearing. Our dog kennels have been approved <br />by the State of Minnesota. There are 58 miles of roads <br />in Ramsey Township and we feel Mr. Walton has done <br />a tremendous job in the handling of the dog ordinance. <br />It was suggested we might have a dog clinic to get <br />some of the dogs inoculate? for rabies. <br /> <br />Mr. Scarborough proposed we have the sheriff out to <br />expla in his ideas about police protection for Ra'msey <br />Township to the people living here. <br /> <br />Ham Lake Township has applied for incorporation. <br />Grow Township has applied for incorporation. It would <br />seem this might be a good time for Ramsey Township <br />to apply for incorporation. The,people present showed <br />by a raise of hands that they were in favor of <br />incorporation into a village. <br /> <br />March 27th is a public hearing on the plalling <br />ordinance by the Planning and Zoning Commission. <br /> <br />April lOth will be a public hearing on whether Ramsey <br />Township should incorporate into a village. <br /> <br />Minutes of this meeting are to be given to KANO for <br />announcement. <br /> <br />Discussion on joining with Grow Township in various <br />areas for mutual benefit. <br /> <br />Results of balloting at annual meeting and election <br />were read. <br /> <br />Mr. Auspos stated that as SOOn as the ice is meltedl <br />the man with the pallets in the road would move them <br />off the shoulder of the road. <br /> <br />Mr, Scarborough recommended the application for <br />Sunday liquor license be approved for DeZiel's <br />Restaurant. Seconded by Mr. Cox. Motion passed <br />unanimously. The allorney will be instructed to draw <br />up the proper papers and forward them to the county. <br /> <br />City of Anoka fire contract is $1006.38. This is one. <br />half mill of the assessed valuation. Elk River fire <br />contract is one mill of the assessed valuation. Mr. <br />Scarborough moved the AnOka fire contract be <br />approved. Seconded by Mr, Cox. Motion passed <br />unanimously. Mr. Murphy said he would contact Elk <br />River about their fire contract. <br /> <br />Mr. Scarborough stated he had contacted the Anoka <br />City Manager about the Iiller from their dump. Mr. <br />Scarborough told him if the Iiller was not taken care of, <br />he would have the State Health Department out to <br />check on it. The road to the dump is deteriorating. " <br />was suggested we impose a 4 ton limit on the road or <br />have an agreement with Anoka that they repair the <br />road. <br /> <br />We have a leller from the State of Minnesota that <br />after July of 1972 all cesspools must be 75 feet from <br />ponds or lakes and 150 feet from rivers. <br /> <br />Mr. Ernest Larson, Township Assessor, gave a <br />report on his jOb and inquired about clerical help. He <br />has completed assessing on all homes completed. <br />There are over 1400 parcels of land in this township. <br />Between June and July all parcels of land have to be <br />put on the new field cards. This will mean 200 to 300 <br />hours of work. Three structures are on the wrong <br />parcel of land. He is assessing on the present use of <br />land. In 1972 everything will be assessed. In 1973 Po <br />everything will be assessed again. Equalization Day is <br />May 22nd at 8 :00 p.m. <br /> <br />Anderson & Hall plat: 153rd called Highland Park. <br />Mr. Cox moved this plat be accepted. Seconded by Mr. <br />Scarborough. ' <br /> <br />The Town Board requested that the Zoning and <br />Planning Board place a card on each plat they <br />recommended with the date. This motion was made by <br />Mr. Cox. (6) Said newspaper files a copy of each <br />issue immediately with the State Historical Society. Mr. Scarborough <br />moved this preliminary plat be approved. Seconded by <br />Mr. Cox. Passed unanimously. <br /> <br />Mr. Hoium presented a plat for Greenland Hills <br />owned by Albina Sandy. This is the final plat. He also <br />presented the final plat for Caroline Acres. Mr. Cox <br />moved these two final plats be accepted. Seconded by <br />Mr. Scarborough. Motion paSSEd unanimously. <br /> <br />Mr. Hoium presented a plat for Greenland Hills <br />owned by Albina Sandy. This is the final plat. He also <br />presented the final plat for Caroline Acres. Mr. Cox <br />moved these two final plats be accepted. Seconded by <br />Mr. Scarborough. Motion passed unanimously. <br /> <br />Mr.. Hoium also presented the preliminary plat for <br />Whispering Pines of 160 acres at 153rd Ave. This is the <br />McFee estate. It has 113 iots in 140 acres, having 13 <br />acres in park. Armstrong Blvd. borders the east side. <br />Mr. Scarborough f.Tloved this preliminary plat be <br />accepted. Seconded by Mr. Cox. Motion passed <br />unanimously. <br /> <br />Water troubles at Jasper Street in the Crowe <br />Addition. Over 100 homes use this road and there is 14" <br />to 16" of water in a low place on the road. There are 15 <br />homes along this road. "was suggested bids be asked <br />for to fix this road. <br /> <br />Motion to adjourn the meeting was made by Mr. <br />Scarborough. Seconded by Mr. Cox.
