<br />REGULAR MEETING OF THE <br />RAMSEY TOWN BOARD <br />February 22,1972 <br /> <br />The meeting was called to order at 8:00 p.m. Present <br />were Mr. Gorham, Mr. Murphy, Mr. Peterson, Clerk, <br />and Mr. Goodrich, Township Attorney. <br /> <br />Motion was made by Mr. Gorham that Mr. Murphy <br />be the temporary chairman tor this meeting in the <br />absence of Mr. Scarborough. <br /> <br />The minutes of the last stated meeting were read. <br />Mr. Gorham moved the minutes be accepted as read. <br />Seconded by Mr. Murphy. <br /> <br />Mr. Goodrich stated the Teslow Auto Sales on <br />Highway No. 10 had been contacted by letter about <br />cleaning up the old cars they had parked out in back <br />part of their grounds. <br />Mr. Pittman stated Mr. Bauer had contacted him <br />about the building permit for his building.. <br /> <br />Minutes of the last Planning and Zoning Commission <br />meeting were read by the chairman, Mr. Reimann. <br /> <br />With regard to the item about bricks being stacked in <br />a street in Ramsey Township, it was stated fhat the <br />constable had been asked to check out this matter. <br /> <br />On March 1st the Planning and Zoning Commission <br />will hold a public hearing on the new platting ordinance <br />which has been drawn up for Ramsey Township. <br /> <br />Mr Gorham moved that we hold over any <br />reco~mendations of the Planning and Zoning <br />Commission until the next meeting because, due to a <br />misunderstanding, a Republican Caucus meeting will <br />be held in this hall at the close of the Town Board <br />meeting tonight. <br /> <br />Street Signs: About 6 or 7 street signs in the township <br />have already been lost or damaged. These signs will <br />not be replaced. Mr. Dennis Anderson said someone <br />has leaned one of tM signs up against the side of his <br />garage. <br /> <br />Mr. Murphy suggested we check' the township <br />insurance to see if this sign damage is covered. <br /> <br />Fir~ Calls: The International Sales & servic';- on <br />Highway No. 10 and the Dickenson family have been <br />contacted several times about this fire call. The <br />Township'Clerk, Mr. Peterson, sent a registered notic.e <br />to them to appear at the April meeting about thiS <br />matter. <br /> <br />We have a $169.00 fire call bill from the Elk River <br />Department. This call is being paid. All fire calls must <br />be paid when re~eived. <br /> <br />voter registration has been held Feb. 17, 18, 19 and <br />22. Voter registration. will be closed until after the <br />annual township meeting. Anyone wishing to register <br />may do so after the election at Mr. Peterson's ~ome. <br />The next election will be the School Board election on <br />May 16, 1972. There is a question as to who will stand <br />the expense of registration for the School Board <br />election. <br /> <br />Three people have filed for .,supervisor, Barbara <br />Greet, Arnold Cox, and David Mikelson. Election is on <br />March 14 from 7:00 a.m. to 8:00 p.m. in the Town Hall. <br />The annual meeting will be held the same night <br />starting at 8:30 p.m. <br /> <br />Dog Ordinance: Some change will probably have to <br />be made in the ordinance to cover this problem: In <br />order to get a dog back after he has been picked up by <br />the dog catcher, the owner must pay the proper fees <br />and fines but the ordinance does not require that the <br />dog be vaccinated at this time if he has not bee.n <br />vaccinated within the specified length of time and thIS <br />could only be done either by releasing the dog or <br />having a veterinarian come to the dog pound which <br />would be very expensive. This matter is being held <br />over until the next meeting. <br /> <br />Audit: This will take place on March 7th for the Town <br />Board members, Town Clerk and Town Treasurer. <br />This meeting is open but no one else present but those <br />mentioned above can take part .in the meeting. <br /> <br />DeZielson Highway No. 10 have applied for a Sunday <br />Liquor license. <br /> <br />Fire Contract: Anoka quotation is $1006.38. <br /> <br />Cigarette License: We have received one application <br /> <br />so far. <br /> <br />Mr. Jack Menkveld was present with a plat of Pine <br />View Estates. The owner is Gilbert A. Menkveld. ThIS <br />.. plat is next to Greenland Hills and the request had been <br />made that a road be laid out in Pine View Estates to <br />line up with a road in Greenland Hills plat. They w~re <br />told to refer this back to the Planning and ZOning <br />Commission as long as so much time had elapsed since <br />it had been presented previously to the Commission. <br /> <br />There were people present who were complaining <br />about land that is being taken on County State aid road <br />NO.5 to widen this road. The people said they were <br />being paid so little for this land and that it was putting <br />the road too close to the front of their homes. (3) Said newspaper has 50% of its news columns devoted to news of <br />local interest to the community which it purports to serve and does not wholly dupli- <br />cate any other publication and is not made up entirely of patents, plate matter and <br />advertisements. (4) Said newspaper is circulated in and near the municipality which <br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers, <br />has an average of at least 75% of its total circulation currently paid or no more than <br />three months in arrears and has entry as second-class matter in its local post-office. <br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and <br />it has its known office of issue in the City of Anoka in said county, established and <br />open during its regular business hours for the gathering of news, sale of advertise- <br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his <br />employ and subject to his direction and control during all such regular business hours <br />and at which said newspaper is printed. (6) Said newspaper files a copy of each <br />issue immediately with the State Historical Society, (7) Said newspaper has com- <br />plied with all the foregoing conditions for at least two years preceding the day or <br />dates of publication mentioned below. (8) Said newspaper has filed with the Secretary <br />of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affi- <br />davit in the form prescribed by the Secretary of State and signed by Arch G. Talbot, County Sheriff. has contacted <br />the Town Board. He thinks the Township should have a <br />full time sheriff available with a car. The amount <br />taken in burglaries and theft lnot including autos or <br />vandalism) for the past year was $32,608.60. A <br />comment was made that what we needed was not a <br />sheriff's car but an unmarked car for a sheriff. <br /> <br />.. J4th.. day of .... /~p.r:~.~........ ..1974. <br /> <br />A question was raised about the people in the <br />township being notified about all meetings and matters <br />that were coming up before the township. They were <br />told by people present that this was an impossibility, <br />that it was too costly and that the agenda for each <br />meeting was printed in the paper. Also they were told <br />that people come to meetings only when something <br />affects them. They were told everyone is welcome to <br />attend both the Planning and Zoning Commission <br />meetings and the Town Board meetings. <br /> <br />U24..J~4~.,....... <br /> <br />GRACE M.
