<br />~ER'S AFFIDAVIT OF PUBLICATION
<br />
<br />The meeting was called to order at 8:00 p.m. by the
<br />Chairman, Mr. Scarborough. Present were Mr.
<br />Peterson, Clerk, Mr. Murphy, and Mr. Goodrich,
<br />Township Allorney.
<br />
<br />The minutes of the last stated meeting were read by
<br />Mr. Peterson. Correction: the leller was not from Mr.
<br />Menkveld but from Mr. Shay, the Township Sanitation
<br />Consullani. Mr. Scarborough moved the minutes be
<br />accepted with the above correction. Seconded by Mr.
<br />Murphy.
<br />
<br />Mr. Scarborough instructed the Clerk to write Mr.
<br />Wallon, the Dog Catcher for the township, a letter
<br />informing him he has been given approval by the Town
<br />· Board to enforce the dog ordinance. This approval was
<br />given him at a meeting in the attorney's office lasf
<br />month. Mr. Scarborough said Mr. Wallon has
<br />permission to call the B & B Co. in case of dangerous
<br />dogs. Mr. Wallon should be called by the residents if
<br />there are unlicensed dogs running around loose or if
<br />there is trouble with dogs.

<br />Street Signs: The street sign has been corrected to
<br />Rhinestone St. The other two signs could not be placed
<br />because the streets had not been cut through and they
<br />didn't know where to put them. These streets are in the
<br />Miller Addition. Any signs put in from now on are to be
<br />put in and paid for by the developer and are to
<br />, conform to the signs that have already been put in by
<br />the Township. Mr. Scarborough moved that we pay the
<br />sign company the balance owing them of $500.00.
<br />Seconded by Mr. Murphy.

<br />The minutes of the last Planning and Zoning
<br />Commission meeting were read by Mr. Reimann. the
<br />Chairman. Mr. Reimann urged that the plat accepted
<br />by the Planning and Zoning Commission at its la~t
<br />meeting be turned down by the Town Board.
<br />
<br />Mr. Murphy urged that future plats have the house
<br />numbers and street numbers put on the plats. Mr.
<br />Hoium said these could not be puton the registered plat
<br />because it was against state law. Mr. Hoium said they
<br />could be put on a copy given to the Building Inspector.
<br />Mr. Murphy moved that before a plat is finally
<br />accepted that a copy of fhe plat having tne house
<br />numbers and street numbers be given to the Building
<br />Inspector. Seconded by Mr. Scarborough.
<br />
<br />Snowmobile Ordinance: The Town Board has
<br />accepted the State Code. Mr. Scarborough feels that it
<br />is tne duty of every citizen that if he sees anyone
<br />culling fences that the name of such a person should be
<br />turned in.
<br />
<br />Richard Barstow: He asked wnetner the Township
<br />wanted to sand 50 or 60 miles of road by hand. He said
<br />tne really icy places had been sanded and he felt
<br />everything was pretty well in hand at this time. It was
<br />mentioned that 153rd and Coquina was very icy.

<br />Voter Registration: Mr. Goodrich stated the Clerk
<br />can cancel out the old address'for the residents who are
<br />already registered and put in their new address so it
<br />will not be necessary for the people already registered
<br />to re.register. We will need a registration period for
<br />new people in the Township to register: We must have a
<br />nimimum of three days that will be open for future
<br />registration. These days will be Wednesday, Feb. 17:
<br />Thursday, Feb. 18; Saturday morning, Feb. 19: and
<br />Tuesday, Feb. 22. Tne Clerk will take the necessary
<br />steps to publish this information in the newspaper.
<br />
<br />Mr. Scarborough moved the legal newspaper for
<br />Ramsey Town for the coming year will be the ABC
<br />Newspaper. (Anoka Union). Seconded by Mr. Murphy.
<br />
<br />We have received a complaint on a junk yard being
<br />started at the Teslow Auto Sales on Hy. 10. Mr.
<br />Scarborough moved tne attorney, Mr. Goodrich, write
<br />a letter advising Mr. Teslow that junk yards are not
<br />permitted in Ramsey TownShip with out a special use
<br />permit. Seconded by Mr. Murphy. Mr. Scarborough
<br />suggested the cars in question on the Teslow property
<br />be checked out for licenses according to the
<br />recommendations of the Planning and Zoning
<br />Commission adopted by the Town Board.
<br />
<br />A complaint has been received that a trailer house is
<br />being occupied on private land in the Township. At this
<br />time there are no temporary trailer house permits out
<br />on issue. The state code requires that jf any trailer is
<br />being lived in it must meet the local building COde in all
<br />respects. The building Inspector will check this out.
<br />
<br />Jerry Bauer Building Permit: Mr. Bauer was issued
<br />a building permit for a Single dwelling. It seems there
<br />... are two electrical systems gOing into the house. If this .J
<br />is gOing to be a double dwelling Mr. Bauer will have to
<br />obtain a new permit because the permit he has is
<br />invalid for a double dwelling. The Clerk will write Mr.
<br />Bauer a letter and tell him his permit was for a single
<br />dewlling and that if he plans on .a double dwelling_he
<br />will have to get a new permit and make the necessary
<br />changes. He will get credit for the money he has spent
<br />on the first permit.

<br />~dvertisements. (4) Said newspaper is circulated in and near the municipality which

<br />has an average of at least 75% of its total circulation currently paid or no more than
<br />three ll!-onths in arrears and has entry as second-class matter in its local post-office.
<br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and
<br />it has its known office of issue in the City of Anoka in said county, established and
<br />open during its regular business hours for the gathering of news, sale of advertise-
<br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his
<br />employ and subject to his direction and control during all such regular business hours
<br />and at which said newspaper is printed. (6) Said newspaper files a copy of each
<br />issue immediately with the State Historical Society. (7) Said newspaper has com-
<br />plied with all the foregoing conditions for at least two years preceding the day or
<br />dates of publication mentioned below. (8) Said newspaper has filed with the Secretary
<br />of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affi-
<br />davit in the form prescribed by the Secretary of State and signed by Arch G. Pease
<br />and sworn to before a notary public stating that the newspaper is a legal newspaper,

<br />The February meeting will fall on February 21,
<br />which this year is a legal holiday. Mr. Scarborough shed on every Friday to and including the
<br />moved the next meeting will be held on February 22nd.

<br />The Annual Meeting will be held on MarCh 14. We are
<br />in receipt of a letter from the State Tax Commission
<br />suggesting an increase of 10 percent in taxes for
<br />residential and 20 percent on farm land.
<br />
<br />We will have $49,000 coming into the Township in
<br />revenue for this year instead of $29,000. II was
<br />suggested we increase our reserve for a new town hall
<br />and a new road grader. One thing we should be
<br />thinking about is law enforcement and a five day office
<br />where people can get information.
<br />
<br />We are in receipt of a lelter from the Anoka County
<br />Park Dept. The Clerk was instructed to get more
<br />information on the mailer from the Anoka County Park
<br />Dept.
<br />
<br />Mr. Hoium presented a plat for Brook View Estates
<br />owned by Mr. and Mrs. Sundeen. Mr. Scarborough
<br />presented a map for a park that may be sent to our
<br />representative for the State. This park would be made
<br />by Anoka County. This park does not affect the lots in
<br />the plat presented by Mr. Hoium but is between the lots
<br />and the Rum River (high water land) which is
<br />covered by water every spring. This park will be called
<br />Recreational Water Way. Brook View Estates plat was
<br />approved by Mr. Lundheim of the County Highway
<br />Department according to Mr. Hoium.

<br />Mr. Murphy moved that the Brook View Estates plat
<br />be approved. Seconded by Mr. Scarborough. Mr.
<br />Sundeen said a street light will be installed where the
<br />I street enters Hy. 47:

<br />There being no further business Mr. Murphy moved
<br />the meeting be adjourned. Seconded by Mr.
<br />Scarborough. Meeting adjourned at 10:00 p.m.
