<br />PRINTER'S AFFIDAVIT OF PUBLICATIO~' <br /> <br />---'--r~~.' -- <br /> <br />REGULAR MEETING OF THE RAMSEY <br />TOWN BOARD <br /> <br />Novem ber 15, 1971 <br /> <br />The meeting was called to order at B:oo p.m. by the <br />Chairman. Mr. Scarborough. Present were Mr. <br />Gorham, Mr. Murphy, Mr. Peterson, Clerk and the <br />attorney, Mr. Goodrich. <br /> <br />Minutes of the last stated meeting were read. <br />Correction, the signals were to be installed at the <br />railroad crossing on Hy. No. 56. Mr. Gorham moved <br />the minutes be accepted with the correction. Seconded <br />by Mr. Scarborough. <br /> <br />Minutes of the November 1st Zoning Commission <br />meeting were read by Mr. Reimann, Chairman of the <br />Zoning Commission. <br /> <br />Mr. Scarborough moved that the attorney be <br />Instructed to draw up a resolution to abandon the road <br />:by the Schake property alter getting the legal <br />'. description on same. Seconded by Mr. Gorham. <br /> <br />Next Thursday. November lB, 1971, there is to be a <br />.meeting with three members from the Zoning <br />'Commission, the Town Board and the attorney, in the <br />attoney's office, shortly alter 3:30, to get the meetings <br />started on the platting ordinance meetings. <br />.," <br /> <br />Discussion on snowplowing for the coming winter. <br />According to Mr. Lundheim of the County Highway <br />Department, Ramsey Township is the first to be <br />plowed out in the community but it stili takes about 14 <br />hours after a heavy snow and this is too long to open <br />many of the roads needed for people going to work. <br />Therefore it was decided we would need additional <br />personnel for snowplowing. Mr. Barstow suggested a <br />man in Champlin by the name ot Krueger who would <br />possibly do this work furnishing the plow, running <br />expenses and his time for about $14.00 per hour which <br />. is cheaper than we can buy a plow and hire a man to <br />;.drive it. Mr. Murphy said he would contact Mr. <br />Krueger and report back to the Board. <br /> <br />Discussion on the recommel!dation from the Zoning <br />Commission that we Charge $25.00 per inspection on <br />new roads built by land developers. Mr. Murphy <br />moved we make the first inspection free and then <br />charge $25.00 for additional inspections. Mr. Gorham <br />moved the motion be tabled for tonight until the <br />attorney can check on this question. Seconded by Mr. <br />Murphy. <br /> <br />, Discussion on maintenance of new roads built by <br />developers for repair of washouts, etc. for the first <br />. year after acceptance by the TownShip. The Zoning <br />Commission believes the developers should stand this <br />expense for the first year. <br /> <br />Discussion on cemeteries in the TownShip. It was <br />decided to request the attorney to check on 'the lega/lly <br />of removing bodies from cemeteries and placing them <br />in another cemetery. <br /> <br />Mr. Murphy had talked to Mr. Ernie Larson the <br />assessor about taking pictures of each house in the <br />Township with its history to be kept in a file by the <br />Township for assessing information. <br /> <br />Report on street signs. Some Signs are up and others <br />are being put up. <br /> <br />Mr. Putz of Ximo Street requested the Town Board to <br />accept the road on which his house is located but was <br />told that the Township is unable to accept the road until <br />they get proper deed to the street. <br /> <br />. Mr. Peterson presented a fire bill from the Anoka <br />Fire Department for a car fire on Hwy. 47 In a 1965 <br />stolen car from Barronett, Wisconsin. He sent the fire <br />~ill to the owner in Wisc,j'f"lsir"t".-N9'lprevious information <br />had been given to the Town Board about this fire. Also <br />nothing had been done about the fire call to Anoka <br />rA.Sales and Service which involved a renter on the <br />Dickenson property. <br /> <br />Mrs. Harold Hunt would like to use the hall for a <br />dairy group on December 13th. Mr. Gorham moved to <br />allow this group to use the hall. Seconded by Mr. <br />Murphy. <br /> <br />'. Mr. Peterson asked about whose responSibility it was <br />.- to clean up the hall after it had been used and was told <br />this was the responsibility of the group using the hall <br />and that if it wasn't done they would not be allowed to <br />use the hall again. Also garbage and refuse was to be <br />taken care of by the group' using the hall. Mr. Orvis <br />oltered to remove the refuse ir 'he cans at the present <br />time. ... .....- <br /> <br />Mr. Murphy moved the meeting be adjourned. <br />Seconded by Mr. Scarborough. (2) Said newspaper is a weekly and is distributed at least once <br />each week. (3) Said newspaper has 50% of its news columns devoted to news of <br />local interest to the community which it purports to serve and does not wholly dupli- <br />cate any other publication and is not made up entirely of patents, plate matter and <br />advertisements. (4) Said newspaper is circulated in and near the municipality which <br />it purports to serve, has at least 500 copies regularly delivered to paying subscribers, <br />has an average of at least 75% of its total circulation currently paid or no more than <br />three months in arrears and has entry as second-class matter in its local post-office. <br />(5) Said newspaper purports to serve the City of Anoka in the County of Anoka and <br />it has its known office of issue in the City of Anoka in said county, established and <br />open during its regular business hours for the gathering of news, sale of advertise- <br />ments and sale of subscriptions and maintained by Arch G. Pease or persons in his <br />employ and subject to his direction and control during all such regular business hours <br />and at which said newspaper is printed. (6) Said newspaper files a copy of each <br />issue immediately with the State Historical Society. (7) Said newspaper has com- <br />plied with all the foregoing conditions for at least two years preceding the day or <br />dates of publication mentioned below. (8) Said newspaper has filed with the Secretary <br />of State of Minnesota prior to January 1, 1966 and each January 1 thereafter an affi- <br />davit in the form prescribed by the Secretary of State and signed by Arch G.
