Mayor Strommen stated that the City has struggled with this issue since the properties were <br />purchased and a balance needs to be found and applied consistently across the corridor. She <br />stated that she would like to apply those goals uniformly, noting that additional screening could <br />hinder and cause additional work for the highway construction. She stated that if the policy were <br />in place the issue could have been considered under the policy. <br />Steve Jung, owner of M & G Trailer Sales at 7575 Highway 10, stated that he has been speaking <br />with staff about the items mentioned tonight for the past two years when the original lease was <br />discussed. He stated that as a business owner on the corridor it is a very unsettling position to be <br />in with the highway discussions. He noted that he began with a business that was failing and has <br />turned that around dramatically. He stated that they are looking at moving to a new site but <br />would like to expand to the vacant property adjacent to this property in the meantime to support <br />his growing business. He stated that there would not be any increase in access points, they <br />would simply have additional room for the merchandise and activity on their site. <br />Mayor Strommen appreciated the input of the business owner but noted that this is not the only <br />business property along Highway 10. She stated that there are a number of issues that need to be <br />addressed and asked that staff develop a draft policy that could address the issues, using the M & <br />G property as a case example. She apologized to Mr. Jung as his business was simply the first to <br />come forward noting that she believed that this could be resolved relatively quickly. <br />Councilmember Williams stated that she is in favor of having the discussion provided that the <br />opportunity for the business to expand is not lost. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to direct staff to further <br />develop a policy and invite M & G Trailer Sales to bring forward a lease amendment application <br />in parallel. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, LeTourneau, <br />Riley, and Williams. Voting No: None. Absent: Councilmember Shryock. <br />7.04: Consider Adopting Resolution #15-08-212 Approving Memorandum of Agreement <br />for Ramsey Town Center Public Works Improvement <br />City Engineer Westby reviewed the staff report and recommendation to Adopt Resolution #15- <br />08-212 approving the Memorandum of Agreement for Ramsey Town Center Public Works <br />Improvements. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to Adopt <br />Resolution #15-08-212 Approving a Memorandum of Agreement between Anoka County and <br />the City of Ramsey for Public Works Improvements Related to the Ramsey Town Center <br />Development. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, <br />Riley, and Williams. Voting No: None.
