Mayor and Councilmembers <br /> <br />City Administrator <br /> <br />Minnesota Emergency Employment Development (MEED) Act <br /> <br />1) Background Information on the MEED Act - At that last City Council meeting, <br />I stated that I would gather some more information on the Minnesota Emergency <br />Employment Development Act. Accordingly, the following information is hereby <br />submitted: <br /> <br /> a) Length of program in regards to how long a person may be employed <br />through the MEED Act - We can employ a full-time person through the MEED Act <br />for a period of six months (120 working days). <br /> <br /> b) Cost of employing through the MEED Act - The State of Minnesota will <br />cover all costs up to $4.00 per hour. If the job requires more pay, the <br />employer will pick up the difference. If the employment would exceed the <br />six month period, the employer will pick up all costs from that point. <br /> <br /> c) Benefit costs (FICA and PERA) - There will be no benefit cost involved <br />regardless of the hourly rate paid during the six month entitlement of the <br />MEED Act. If employment exceeds the six months, the employer would be <br />responsible from that point. <br /> <br /> d) Residence of employee - The employee will have to live in Anoka County <br />to be hired through the Anoka County office. However, it is possible to hire <br />a person who lives outside the County from that County's office. <br /> <br /> e) Workers' Compensation insurance - The State will cover the insurance <br />not to exceed the $4.00 per hour. After it exceeds that cost, it becomes <br />the City's share. <br /> <br />2) City's Need in Utilizing MEED Act - The following is hereby submitted <br />for your review and consideration: <br /> <br /> a) Public Works Department - I have spoken to the Public Works <br />Superintendent about the utilization of a MEED employee on a temporary basis <br />in his department. Ne stated that it would be a big help to him if the City <br />would make use of this program. The City would not be spending any of their <br />dollars in this situation, as we have been paying summer part-time help $4.00 <br />per hour. <br /> <br /> b) Administrative Department - The utilizing of an Urban Planner would <br />be of benefit to the City of Ramsey in the following areas: <br /> <br /> 1) Working with the City's Local Development Corporation in setting <br />up guidelines and procedures. <br /> <br /> 2) Reviewing the grant program and setting up guidelines and <br />procedures in regards to the Community Development Block Grant. <br /> <br /> <br />
