'1
I
I

ANOKA COUNTY JOINT LAW ENFORCEMENT COUNCIL

May 25, 1983 Meeting

MINUTES

i
I
I
I
I

The chairman started the meeting at 7:40 p.m. with unofficial
business as three members had not yet arrived to constitute a
quorum.

The chairman indicated that Coon Rapids Fire Chief Bill Thompson
was unable to attend, and briefly explained Coon Rapids' efforts
to provide a fireflghtlng training facility. At the appropriate
time, the JLEC may want to consider an interest in this effort.

The chairman called for committee reports. Jerry Nelson, Chairman
of the MCIU Operations Committee, reported that all MCIU operations
seemed to be proceeding as planned. Edward LaTuff, Chairman of
the Central Communications Operations Committee, reported that an
effort was being made to work out the bugs in the 911 system.
There was discussion regarding the computer-assisted dispatch
system. The committee was assigned the matter of input and purg~
lng of information into the system in an effort for county-wide
consistency. There were no reports from the Education and Training
Committee, the Budget Committee, the Projects and Prograras
Committee, nor the Executive Committee.

I
I
I
I
I
I
I
I

Under the subject of old business, Don Dwyer mentioned that all
requests affecting the MCIU 1984 budget should be made known to
him as soon as possible.

With the arrival of three members which constituted a quorum,
the meeting was called to order at 8:00 p.m. by Chairman Robert
M. A. Johnson. The following members were present: Stuart
Anderson, Mike Auspos, John Conde, Dan Erhart, James Hartwell,
Clayton Hogie, Lorraine Hostetler, Edward LaTuff, Bruce Nawrocki,
Jerry Nelson and Dennis Schneider. Also present were Don Dwyer,
Andy Revering and Bruce Wojack.

As new business, the chairman opened for discussion whether the
JLEC wanted to recommend county funding for such projects as a
mobile command vehicle or a surveillance vehicle to be made avail-
able for use by the municipalities. Dwyer mentioned the MCIU
trailer.which is available for such use, and also that Mayor
Fogarty is willing to donate a bus to the county. Wojack mentioned
command vehicles currently owned by Spring Lake Park and Brooklyn
Park. Wojack also reported that the Federal grant allows for
$15,000 to equip such a command vehicle. Nawrocki suggested a
couple vehicles to be considered as command vehicles. The chairman
requested the Projects and Program Committee to further develop
the concept for a mobile command vehicle and, if appropriate,
make a recommendation to the Budget Committee for funding.
