All applications will be evaluated to determine whether they meet the following <br /> basic ~equirements before they will be considered for selection: <br /> <br />1. The proposal may not exceed the maximum commitment level of $500,000. <br /> <br />2. The proposal must clearly demonstrate the need for the type of program <br /> proposed. <br /> <br />3. The proposal must demonstrate that the program proposed is financially <br /> feasible. --- <br /> <br />4. The proposal must contain evidence that appropriate arrangements have <br /> been made to deliver the program. <br /> <br />Bi <br /> <br />Those applications which meet the basic requirements will be further evaluated <br />to determine if they meet any of the additional criteria listed below. A <br />proposal will receive 1 bonus point for each of the additional criteria it <br />addresses. <br /> <br />2e <br /> <br />Program proposes to require energy audits and the installation of <br />energy conserving measures as a condition of receiving a loan. <br /> <br />Program proposes to target funds to a specific geographical area in <br />conjunction with other housing rehabilitation programs. <br /> <br />Ce <br /> <br />Up to 50% of the funds available will be awarded to proposals which receive bonus <br />points. Proposals with the most points will receive priority in selection. In <br />the event that there are more proposals than funds available, proposals with equal <br />numbers of points will be selected by lot. Those proposals not selected will be <br />eligible for lottery selection for the remaining 50% of the funds. <br /> <br />All eligible applications which did not receive bonus points and ~ny proposals <br />not selected in the first lottery are eligible for selection, by lot, to re- <br />ceive an allocation from the remaining 50% of the funds. <br /> <br /> <br />
