I
I
I

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
i

FROM:

Mayor and Councilmembers

City Administrator

Staff Report for August 1983

1) Finance - The following is submitted on this item:

a)

Seminar regarding Levy Limits, Local Government Aids and
Property Taxes - This seminar was attended by Councilmember
Sue Van Wagner, City Accountant Jeanne Moen and myself. I
thought that this seminar was quite informative as an update
on the issues. The one area of particular interest was the
recent change in State law regarding the certificate of
indebtedness and the use of this type of an instrument could
be very beneficial to Ramsey.

b)

State Auditor's Letter Dated August 5, 1983 - It is interesting
to see that the State of Minnesota is soon going to have uniform
accounting and budgeting as a requirement. This will be a
real plus factor for the citizens of Minnesota. There will
be so many benefits derived from this approach.

c) Budgeting - We are working full speed in those areas.

2) General - The following is submitted on this item:

a)

City Hall Front Windows - You will note the original windows
are losing their seal. We have checked with the manufacturer
and he will replace the material (glass) and there is a good
possibility that the insurance carrier will cover labor costs.
It will be a while before the project gets accomplished.

b)

Group "W" Cable - They are in the process of getting the Ramsey
Municipal Center wired up so we can go on the air when Group
"W" gets its Cable TV up and running.

c)

Removing of Stop Sign on Sunfish Lake Blvd. NW at the
Intersection of Industrial Blvd. NW and Sunfish Lake Blvd.
NW - The County Engineer's office stated to me several weeks
ago that this issue was going before the County Highway
Commission and then on to the County Board for action.

d)

Metro Council - I know you are all very busy but you should
take the time to review Exhibit "B" and if you have comments
and suggestions, submit them to the Council. We should all
take a lot of interest in the above document as it has a lot
of input regarding affairs in Ramsey.

e) Dickenson Industries Relocation - This will be covered in
Exhibit "C" to the Council agenda.

/pjc
