COUNCIL NEW BUSINESS Case #1: Review Of Concept Fo~ Proposed Prel/minar~ Planned Unit Development (PUD); Case Of Rum River Hills: Bill Dom was present representing developers of Rum River Hills, of which he is also a member, and stated that they are proposing the first PUD in Ramsey. Mr. Dom stated that the PUD is bordered on the west side by Hwy. %47, on the south side by Rum R/vet Acres, on the north side by 170th and on the east side by White Pines Estates. Mr. Dom stated that ~ portion of this area has already been approved for a 9 hole golf course and the northern 90 acres was proposed as 2% acre plats. Mr. Dorn stated that a PUD is a hybrid between zoning and planning; there are a multiple of land use~%Oroposed and then developed by calling out by legal description-wher.e, those land .uses will occur... A PUD is designed to take large tracts of land and develop them as one unit. Mr. Dom stated that"thi-~ particular concept has 140-160 acres within it's confines and wou/d involve three land uses: 1. Open space recreational 2. Single family housing 3. Commercial The concept was presented to Planning and Zoning and they approved and now the concept is being presented to Council. The concept involves: 1. Overall density 2. Land useage 3. Municipal participation in the area of receiving and reconveying land 4. Areas to be called outlots !1 I.I !1 I I I Mr. Dorn stated that Council's duty tonight is to review the concepts of density and useage and give their approval of those concepts and after all necessary public hearings and P&Z approval, the proposed project will be resubmitted to Council for final approval. %1 - pensity - By combining the northerly 90 acres with the golf course develop- ment the owners of the northerly 90 acres can reduce the number of requested lots by 50% and still come out with the same amount of return on their investment. By going to a PUD we are down to an overall density of about 6 acres per lot and this was enabled by using the lower 50 or 60 acres. The northerly 30 acres was assessed 7 units for 7 eligible building lots three years ago and according to the comprehensiveplan it would be eligible for two or three lots. %2 - In White Pines Estates there is about a 6 or 7 acre passive'park which is in the flood plain and is located about % mile south of an existing park on the river. We are proposing the City permit leasing of park land for the purpose of golf fairways on a fee basis and that a condition of this lease agreement be that the entire golf course remain open to the public. The Park Commissio~ has approved this concept unanimously.
