DEFEAT OF ANY ~~ <br />PROgOSAL IN ~HE O.S SOUSE OF RE~RES~%T11~S <br /> <br />NH~FAS, Cable Television is a local system using municipal property and <br />m~r~icip~lly held ~ents o~er private property~ and <br /> <br />~, Cable Television is, by its nature and by virtue of public need, a <br />local, ~t a national pmmunications medim; and <br /> <br />~, local and state governments have been successful in providing a <br />reasonable regulatory framework for the full develo~ant of Cable Television <br />to serve local consumers; and <br /> <br />WHEREAS, there has been no showing of any overriding national interest in <br />~ble Television whid~ cannot be accommodated within the present system of <br />state/local regular/on; and <br /> <br />WHEREAS, we assert that 9overnmental powers are best exercised at the local <br />level unless an overwhelming national interest cannot be fulfilled by state <br />and local gove~ts; a~d <br /> <br />WHEREAS, S.66 (aka ~he Goldwater BLll) strips state and local governments of <br />most authority they now have to secure good Cable Television service for their <br />oo~nuni ti es and their constituents, to the harm of both. <br /> <br />NUW, ~EREWORE BE IT RESC~VfD by the City Council of the City of Fridley that: <br /> <br />1. There is no justification for the Federal Gcwe~t to preempt state and <br />local authority over Cable Television. <br /> <br />2. Powers to regulate local systems are best exercised by local units of <br />government. <br /> <br />3. S. 66 (aka ~he Goldwater Bill) is an unjustified and unwise intrusion of <br />Federal Govermnent in a local manner. <br /> <br />4. The Fridley City Council calls on all members of the U.S. House of <br />Representatives to protect and preserve presently held state and local <br />authority to assure that local Cable Television systems satisfy local <br />co~m~m_ity interest. <br /> <br />5. Copies of this Resolution be circulated to all members of Congress and <br />other interested parties. <br /> <br />PASSED ~ ADOPI~D BY ~E CITY ~ OF THE CITY OF FRIDLEY ~IS 8TH DAY OF <br />W~3ST, 1983. <br /> <br />SIDNEY C. ]1~%%N - CITY <br /> <br /> <br />
