I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br /> <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />Mr. Schnelle pointed out that he feels there are bound to .be some costs to <br />the City for this park, that there are no formal drawings or plans for this <br />park that can be obtained at City Hall and that a copy of Waste Management's <br />liability insurance should be filed with City Hall. <br /> <br />Mr. Cox pointed out that he is not bonding himself to see this project through <br />to the end, but that he wants to do everything in his ability to put the <br />project together. <br /> <br />Council consensus is to allow development of this park to p~oceed, that the <br />roads can be graded to facilitate development of the park and that Waste <br />Management provide the City of Ramsey with a copy of their liability insuranoe. <br /> <br />MISCELLANEOUS <br /> <br />Mr. Cox stated that the residents to the south of the proposed R~m River Bridge <br />Crossing are concerned about buffer area and if trees are going to be the <br />buffer they should be planted now. <br /> <br />Mr. Cox also requested that Council move along on their letter to Senator <br />Boschwitz's aid stating Ramsey's support of the Rum River Bridge Crossing, <br />that it would help in obtaining discretionary funds. <br /> <br />Case #2: Granting Of Variance In Regards.To Paragraph 170.0310C Entitled <br /> "Recording" Of The City Code: <br /> <br />Mr. Schnelle stated that the City started granting variances to this policy <br />when times were tough .and it isn't fair to those who comply completely. <br /> <br />Council consensus is that variances to Meadowbrook Estates, Hy-10 Ramsey and <br />Ramsey Commons expires soon and that Council will have to be approached for <br />an extension and at that time Council can determine the intentions of these <br />3 plats. <br /> <br />Case #3: Administerin~ Of The Site An~ Design Plan Ordinance: <br /> <br />Mr. Schnelle stated that enforcement of this ordinance is a problem because <br />we are enforcing it on those who do good planning and those who do poor <br />planning walk around this ordinance. <br /> <br />Councilmembers Reimann and Schlueter are in favor of enforcing the ordinance <br />and not deleting it. <br /> <br />Councilmember Sorteberg stated that the ordinance sounds picky, that some <br />cities offer all kinds of incentives for prospective businesses and Ramsey <br />says they can build within the City if they plant a tree. <br /> <br />Mayor Gamec questionned why a business should improve their property, that <br />it only increases their taxes. <br /> <br />Mr. Schnelle stated that the problem is with those persons who approach <br />Council during citizen input with no plans in hand and Council approves <br />with contingency of staff approval. <br /> <br />Councilmember Reimann stated that Staff should act as filtering process and <br />inform these people that Council can be approached during citizen input but <br />Council will not take action unless a complete set of plans are provided. <br /> <br />Sp C/August 15, 1983 <br /> Page 3 of 5 <br /> <br /> <br />
