Noted that the police cannot enter his property without a court order and now the City is saying a weed inspector can for the purpose of cutting. Commissioner Schneider noted that her neighbor does not clear cut his ditch and she loves the wildflowers that are growing there and on the other hand it irritates some people. Weed seed and pollen do not necessarily come from your neighbors property, it can travel in the'air for miles. Warren Rumsch - 9053 Collins Drive - Ramsey needs to encourage wildlife habitat and consider Ramsey a unique area. Resident - 15830 Radium - What is the estimated cost to enforce this ordinance? Commissioner Deemer stated that the City could not even begin to enforce it. Mrs. Robertson - 15826 Radium - This area is particularly under attack because of one neighbor and she is very persistent. As per the City's direction, I have mowed down wild roses, grapevines and raspberries. Mr. Connolly - 16235 Kamacite - If this ordinance isn't changed, would a precedent be set and the City be obligate to mow. Mr. Schnelle stated that he has requested removing this portion of the ordinance two years ago. Mr. Connolly - How are incoming telephone complaints handled? Suggested that maybe a lot of complaints would be eliminated if the citizen who is in violation was informed of who is doing the complaining. Mr. Schnelle stated that the City has not been enforcing the ordinance unless there were noxious weeds involved and the City does not want to start neighbor- hood wars by making the complainants name known. Resident - 15830 Radium. - Stated that the discussion should get .back to the issue and further noted that he enjoys the ecological balance in Ramsey and that his children have had the opportunity to enjoy more birds, wildflowers, etc. since living in Ramsey. Commissioner Deemer suggested deleting 'Growing Grass' from the ordinance and incorporating 'Noxious Weeds' into the Nuisance Ordinance. Motion by Cc~missioner Schneider and seconded'by Commissioner Deemer to delete Paragraph 110.143 "Growing Grass" from Chapter 110.14 of the City Code, to incorporate Paragraph 110.141 "Definition" and Paragraph 110.142 "Noxious Weeds" into the Nuisance Ordinance, contingent upon City Staff determining this an acceptable solution.
