As previously <br />discussed, it is probably better to discuss the design earlier in the year. <br /> <br />Councilmember Strommen indicated she would like more time to review the fiscal impact <br />analysis, which was just presented to the Council. <br /> <br />Councihnember Cook stated he thinks it is important to get onto the planning. It will take a long <br />time to do the planning, and the further they push this forward it will push it into next year. He <br />stated the analysis presented a very positive outlook on the City's future. <br /> <br />Councilmember Elvig commented he would appreciate a couple of weeks to look at the analysis. <br />Itc was enlightened by what he saw, but there are some issues to be looked at. It would be a <br />concern to have any type of tax increase over the next few years. <br /> <br />Assistant City Administrator Nelson explained $188,000 for the Schematic Design and Visioning <br />for the City Hall includes the following: <br /> <br />BKV Group, Architect: <br />3 D/I, Construction Manager: <br />Soil Borings: <br />Site Survey, Topographical Study: <br /> <br />$155,000 <br /> 28,000 <br /> 3,000 <br /> 2,000 <br /> <br />Coullcihnember Kurak inquired about the interest in the Equipment Revolving Fund. <br /> <br />Finance Officer Lund explained the Equipment Revolving Fund is allowed to do inter-fund <br />loans, which do not have to consist only of the interest earnings. <br /> <br />Councilmembcr Kurak noted there is a large cushion in the fund from the interest. She feels <br />more comfortable knowing that is where the money is coming from. Her problem is timing, as <br />with thc majority of this Council turning over it is a real risk politically to bring this issue out too <br />SOOll. <br /> <br />City Administrator Norman indicated this topic will be put on the agenda of the next City <br />Council meeting. <br /> <br />Councilmember Zimmerman inquired about the construction of Sunwood Drive and Rhinestone <br />Street. <br /> <br />Assistant Public Works Director Olson replied Sunwood Drive will be going in from Ramsey <br />Boulevard to Armstrong Boulevard and Rhinestone Street will be going in fi'om Sunwood Drive <br />to Bunker Lake Boulevard. There will be turn lane improvements at the county roads at each of <br />those intersections. The developer is installing East Town Center Parkway fi'om Ramsey <br />Boulevard to Town Center Drive, and Peridot Street from Sunwood Drive up to Highway 116. <br /> <br />Councihnember Zimmerman inquired if the parking ramp will be constructed this year. <br /> <br />City Council Work Session/March 9, 2004 <br /> Page 3 of 4 <br /> <br /> <br />
