1.0 <br /> <br /> FEASIBILITY REPORT <br />CITY PHASE I STREET, STORM SEWER, <br />WATER & SANITARY SEWER IMPROVEMENTS <br />FOR <br /> RAMSEY TOWN CENTER <br /> CITY OF RAMSEY, MINNESOTA <br /> <br />INTRODUCTION <br /> <br />The purpose of this report is to review the technical feasibility of providing City <br />Phase I Street, Storm Sewer, Water and Sanitary Sewer Facilities for the <br />Ramsey Town Center, in the City of Ramsey as required by Minnesota Statute <br />429. <br /> <br />The area of benefit is described as follows: <br /> Ramsey Town Center, City of Ramsey, Anoka County, Minnesota. <br /> <br />The project area, as shown on Exhibits A, B, C and D lies within the Section 28, <br />Township 32 North, Range 25 West, City of Ramsey, Anoka County, Minnesota. <br /> <br />In September of 2003, the City of Ramsey entered into a Master Development <br />Agreement for the Ramsey Town Center with the Ramsey Town Center LLC, a <br />Minnesota Limited Liability Company which is the Developer .of the Ramsey <br />Town Center. <br /> <br />As part of the Agreement, the City is obligated to design and construct City <br />Phase I Improvements consisting of streets, storm sewer, watermain and <br />sanitary sewer along Sunwood Drive NW and Rhinestone Street NW as shown <br />on Exhibits A, B, C and D. <br /> <br />It is proposed to finance the project by several methods. Since Sunwood-and <br />Rhinestone are MSA Streets, it is proposed to use MSA funds for the streets to <br />the extent possible. The City has also received a $800,000 grant for Sunwood <br />Drive. In addition 20% of the street will be assessed to Ramsey Town Center. <br />See attached Exhibit "F" from the Master Development Agreement, which shows <br />the special assessment allocations and the area to be assessed. <br /> <br />The cost of the storm sewer, Water and sanitary sewer Will be paid with impact <br />fees, hookup fees rates and charges at the time of hookup per the City's <br />schedule for water and sewer trunk charges.
