CASE# ~.~ <br /> <br /> CONSIDER RAMSEY TOWN CENTER PARK PROPOSAL <br />By: Brian E. Olson, Assistant Director of Public Works / Principal City Engineer <br /> <br />Background: <br /> <br />On September 17, 2003, the City Council agreed to the terms of the Master Development <br />Agreement for the development of the Ramsey Town Center. Within the terms of this <br />agreement, the City and Developer agreed to work out the terms of the improvements within the <br />Parks that would be eligible for Park and Trail fee credit. Staff made' significant progress during <br />the first three months and met in a joint session with the developer, Park Commission, and City <br />Council on December 4, 2003. <br /> <br />On April 7, 2004, the Parks Commission recommended that the City Council approve the <br />proposal of the Parks plan that was dated February 19, 2004 we received on April 6, 2004. <br /> <br />The motion was as follows: <br /> <br />Motion to accept the proposal contingent upon the developer including the following features in <br />the specified parks: <br /> <br />West Town Center Park <br /> <br />Open Air pavillion (100-150 people) with permanent <br />restroom facilities <br /> <br />East Town Center Park <br /> <br />Amphitheater <br /> <br />South Park Open Air pavillion (100-150 people) with permanent <br /> restroom facilities <br /> <br />North Park <br /> <br />Grading, trees and roadway trails only with all future <br />graphics to show the swim pond <br /> <br />All Parks <br /> <br />Irrigation for all manicured lawn areas <br /> <br />On April 20, 2004 the City Council met with Staff and Close Landscape Architects (CLA) to <br />look at the proposal to help better understand what is being proposed. Although there was <br />agreement that it looked like a good proposal there was some discussion regarding the content of <br />the proposal. A suggestion was made to get images for each of the items that are included so as <br />to help clarify their content. Staff agreed and CLA agreed to provide more clarification. We <br />expect to receive this information before Tuesday night so therefore it is not currently available <br />to include in the packet. <br /> <br />Also included in this case is an agreement for amending the Master Development Agreement to <br />accept the proposal. The terms of this agreement has not been accepted by the Developer yet <br />since we received it this week, but we intend on having that discussion early next week. If any <br /> <br /> <br />
