Assistant Community Development Director Trudgeon explained the easement runs parallel to <br />CR 116. <br /> <br />Councihnember Zimmen~an asked if the easement was obtained in relationship to the well <br />house. <br /> <br />Public Works Director Kapler explained the easement was taken before CR 116 was present for <br />the construction of the well and the pump house. It provided access from Ramsey Boulevard. <br /> <br />Assistant Community Development Director Trudgeon stated the access will not be closed until <br />the improvements are constructed. <br /> <br />Councilmember Zimmerman questioned if this will require the City to expend funds to get to the <br />pump house. <br /> <br />Assistant Community Development Director Trudgeon responded in the negative. He explained <br />the improvements will be constructed by the developer of Town Center Gardens. The reason it is <br />coming forward now is that it came back as part of the title work. Once staff was notified of the <br />existence of that easement they started the process to vacate it. <br /> <br />Cotmcihnember Elvig noted with CR 116 improvements coming there was going to be a four <br />way stop in this area. There have also been discussions ora loop system for water. He <br />questioned if this vacation would render this well to not be one of the sites that could address that <br />circular piping. <br /> <br />Assistant Community Development Director Trudgeon replied the easement will not change any <br />of the operation of tbe pump house, other than the access. <br /> <br />Assistant Public Works Director Olson explained the street reconstruction will include two lanes <br />in each direction and a left turn lane, and there is adequate right-of-way based on the initial <br />design. There is already an eight or ten foot bituminous path on the north side and they do not <br />anticipate disturbing that at all. As far as the looping, there is already a loop south ofCR 116 <br />that extends all the way along CR 116. This easement would not be needed for any future <br />looping. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to introduce an ordinance <br />to vacate the easement for access purposes serving Pumphouse #2 and order a public hearing on <br />the proposed vacation. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None.
