Motion by Councilmember Elvig, seconded by Councilmember Zimmerman, to recommend that <br />the City Council adopt the resolution authorizing the issuance and awarding the sale of $675,000 <br />General Obligation Equipment Certificates of 2003, and directing staff to draft a letter to the <br />PACT Charter School immediately asking them to agree to reimburse the City for the $13,750 <br />cost incurred. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, and Councilmembers Zimmerman, and <br />Strommen. Voting No: None. <br /> <br />Case #4: <br /> <br />Review and Amend 2004 Schedule of Rates, Fees, and Charges and <br />Introduce Ordinance to Adopt 2004 Building, Zoning, and Planning Permit <br />Fees <br /> <br />Finance Officer Lund presented the Schedule of Rates, Fees and Charges, which includes the <br />adopted 2004 fees from the November 25, 2003, City Council meeting and the recommended <br />proposed fees for special events, late fees on licenses and application fees for planning and <br />zoning. The special events fee will be determined by the City Council based on the event plus <br />staff time at a rate of 2.75 wage/hour. <br /> <br />Councilmember Strommen inquired if there should be some criteria in place identifying how the <br />Council will determine the fee so that they are not accused of being arbitrary. <br /> <br />Finance Officer Lund explained that it is difficult to establish a list of criteria because the events <br />could vary so much. <br /> <br />Counci hnember Strommen agreed, but thought it would be beneficial to highlight what would be <br />taken into consideration. <br /> <br />Finance Officer Lund replied that it would be difficult to draft such language because no other <br />city has something similar in their rates and charges. <br /> <br />Councihnember Strommen stated that it may not be necessary to draft that language at this point, <br />but should probably occur when the Council receives a request for an event. <br /> <br />Finance Officer Lund explained that the license late fee has been changed to 15 percent of the <br />license fee and the fee schedule recommended by the LMC/AMC be adopted for the building fee <br />schedule, which would increase the fees by about six percent. <br /> <br />Councihnember Elvig stated that they have increased park dedication on the residential side, but <br />they have left the commercial park dedication fee the same. He questioned if they should be <br />looking at increasing the commercial fee as well. <br /> <br />Councilmember Strommen replied that it is the residents that generate the use for parks more <br />than comlnercial. <br /> <br />Finance Committee/December 9, 2003 <br /> Page 4 of 6 <br /> <br /> <br />
