Councihnember Zimmerman noted if all of the sirens were to be replaced they would all get old <br />at the same time. <br /> <br />Police Chief Way explained staff is requesting to replace a total of six sirens. Two sirens were <br />already budgeted for and four additional sirens would come from the Equipment Replacement <br />Fund. There would still be money left in the fund for other situations that may occur. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Strommen, to recommend that the <br />City Council adopt the Resolution to replace four warning sirens from the Equipment <br />Replacement Fund. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Strommen and Zimmeiman. <br />Voting No: None. <br /> <br />Case #3: <br /> <br />Consider Proposal from BKV Group and 3D/I for Schematic Design and <br />Visioning for New City Hall/Police Department and Authorize an Inter-fund <br />Loan from the Equipment Revolving Fund <br /> <br />Assistant City Administrator Nelson reviewed that the proposal from BKV Group and 3D/I <br />Group for schematic design and visioning for the new City Hall and Police Facility was tabled <br />pending further work on the Fiscal Impact Study to better understand the tax impacts of the <br />bonds for this project, as well as the other public improvement projects occurring over the next <br />several years throughout the City. The Fiscal Impact Study has been completed and the <br />information was presented to the Council during the work session of March 9, 2004. Staff is <br />now seeking direction with regard to the proposal for commencing design work for the City <br />Hall/Police project. Staff is proposing to proceed with the schematic design and visioning <br />process as proposed by 3D/I and BKV Group and utilize funds in the amount of $188,000 from <br />an inter-filnd loan from the Equipment Revolving Fund to cover the costs of the proposed work. <br />The Equipment Revolving Fund could be reimbursed at the time the bonds are issued for the <br />project. <br /> <br />Councilmember Strommen requested Assistant City Administrator Nelson review the visionary <br />and schematic design process. <br /> <br />Assistant City Administrator Nelson explained schematic design entails work on the site to <br />understand limitations in terms of soil and how the facility might fit on the site. They are <br />beginning to look at the exterior of the building in terms of the architectural appearance of the <br />building and the lay out of how much will be the Police Department, how much will be the City <br />Hall, and then defining the internal space. The schematic design and the visionary are almost <br />concurrent. BKV envisions several meetings. They plan a community type meeting where <br />people can come in and provide feedback about the aesthetics of the building. This would be at <br />the Council's discretion. <br /> <br />Councilmember Zimmerman inquired if the City has looked at possibilities of partnering with <br />another organization, such as a fitness club or some type of a civic organization. <br /> <br />Finance Committee/March 23, 2004 <br /> Page 3 of 6 <br /> <br /> <br />
