SPECIAL MEETING <br /> <br />PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />Special Council Meeting <br />Wednesday, 9/29/76 <br /> <br /> (Budget Workshop) <br /> <br />A Special meeting of the Ramsey City Council was held on Wednesday, September 29, 1976, <br />at Ramsey City Hall, 14100 St. Francis Boulevard N.W., Ramsey, Minnesota 55303 <br /> <br />Present: <br /> <br />Mayor Cox (7:25 p.m.) <br />Councilman Gorham <br />Councilman Mickelson <br />Councilwoman Oliphant <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />Actihg Clerk Peddycoart <br /> <br />The meeting was called to order by Acting Mayor Gorham at 7:10 p.m. <br /> <br />Pledge of allegiance to the flag led by Acting Mayor Gorham. <br /> <br />Mayor Cox arrived at 7:25 p.m. <br /> <br />Council met to work on the 1977 budget. Department heads proposed budgets for the <br />following departments were reviewed and discussed by Council: Park, Building-Assessing, <br />Administration and Street. <br /> <br />Mr. John Lilja and Mark Hanson, from Haskins and Sells were present at the meeting <br />to review the Audit Report and answer any questions from Council. <br /> <br />Mr. Lilja reviewed the Audit Report with Council and presented the firm's letter of <br />comments and observations on problem areas together with their recommendations for <br />possible corrective actions which might be taken. <br /> <br />In accordance with recommendations from the auditing firm, Council requested a <br />resolution be included on the next regular meeting agenda for the purpose of closing <br />individual funds and incorporating them into one general fund to be effective January <br />1, 1976. And a resolution approving the establishing of a capital improvements <br />and special project fund. <br /> <br />Council also agreed with the firm's recommendation that on any future accounts <br />receivable that are uncollectable that these accounts may be written off only by <br />Council action. <br /> <br />Clerk Peddycoart presented a list of election judges for the General election to <br />be authorized by Council resolution. <br /> <br />Mayor Cox asked if any Councilmember has a problem with certifying the listed judges <br />at this time. Council indicated no problem. <br /> <br />Motion by Councilman Reimann, seconded by Councilman Gorham to pass Resolution #20 <br />certifying the election judges for the General election.
