Special Council Meeting <br />Friday, October 1, 1976 <br />Budget Workshop <br /> <br />SPECIAL MEETING <br />PROCEEDINGS OF THE CITY COUNCIL <br /> CITY OF RAMSEY <br /> COUNTY OF ANOKA <br /> STATE OF MINNESOTA <br /> <br />A Special meeting of the Ramsey City Council was held on October 1, 1976, at Ramsey <br />City Hall, 14100 St. Francis Boulevard N.W., Ramsey, Minnesota 55303 <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Gorham <br />Councilman Mickelson <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />Absent: <br /> <br />Acting Clerk Peddycoart <br /> <br />Councilwoman Oliphant <br /> <br />The meeting was called to order at 12:05 p.m., by Mayor Cox for the purpose of <br />reviewing and working on the proposed 1977 Budget for the City of Ramsey. <br /> <br />Councilmembers discussed and reviewed the Street Department budget and the Police <br />Department budget. <br /> <br />Council reviewed the entire proposed budget. <br /> <br />Discussion included the growth of the City and the present staffing situation. <br />Concern was stressed on maintaining an efficient and adequate City operation within <br />a limited budget. <br /> <br />Council consensus is that there is an apparent need for better police coverage. <br />Also, concern for maintaining an adequate operation of the Street Department. <br /> <br />Consensus of the Council is that an additional man be hired in the Street Department <br />to work in park maintenance and the Street Department. And, at this time to exclude <br />a park coordinator from the Park Department budget because the parks need to be <br />developed before a coordinator may be effectively used. By the addition of a park <br />maintenance man, it is hoped that the parks will be developed and maintained to their <br />potential. <br /> <br />Council consensus is that a 16-hour Police Department is needed at this time due <br />to citizen's request for better police protection and also because of pressure <br />from the County for the City to pay for County services or for the City to assume <br />the service. Also, thinking along the lines of developing the Police Department <br />for the future and to establish and maintain a better operation, it is Council's <br />consensus at this time that the police chief should be included in the 1977 Budget. <br /> <br />Council reviewed the amount of monies carried over from last year. It was noted <br />that the Street and Police Department ended the year at a deficit in funds, while <br />the Administration Department, Park Department and Building Fund had a considerable <br />carry over. <br /> <br />It is the consensus of the Council to transfer some of the surplus monies in these <br />departments to pull the Police and Street Department out of the deficit. Also, that <br />there is enough money to pay for erecting a storage building for the Street Department. <br />This item to be on Council Agenda for the next regular meeting. <br /> <br /> <br />
