Special Meeting <br />October 6, 1976 <br />Council <br /> <br /> SPECIAL MEETING <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A Special meeting of the Ramsey City Council was held on October 6, 1976, <br />at Ramsey City Hall, 14100 St. Francis Boulevard, Anoka, MN 55303 <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Mickelson <br />Councilman Reimann <br /> <br />Also Present: <br /> <br />Absent: Councilman Gorham and Councilwoman Oliphant <br /> <br />Mayor Cox called the meeting to order, at 12:21 p.m. <br /> <br />Acting Clerk Peddycoart <br />Don Greenberg <br />Bernie Steffen <br />Robert Muller, Chairman of <br /> Ramsey Economic Dev. <br /> Committee <br /> <br />Mayor Cox stated the purpose of the meeting is to discuss the possibility of <br />obtaining a grant for a new municipal center and fire station. <br /> <br />Mr. Muller said that he had talked to an interested person, Mr. Nelson, and <br />his firm is very much interested in doing the project. <br /> <br />Mr. Steffen explained some of the things that would be required to get the grant. <br />He said as he read through what is required, there is a time table problem, <br />very detailed information required from the architect and engineer and costs <br />of each segment of the project. Also, the City has to pay any preliminary <br />costs up to the grant. Th'e environmental impact, soil compaction, waste water <br />system that is going to be used, alternative locations and designs, public <br />reaction are some of the items that will have to be considered. Also, wild <br />life in the area, design and cost information must be quite complete, and <br />environment information must be quite complete. <br /> <br />He said if Council is agreed to proceed with the grant, they would have to <br />select an architect and instruct him to proceed at as low a cost as possible <br />and use the city engineer to answer environmental questions, review unemployment <br />issues and general questions that have to be answered. The city attorney can <br />certify the land, etc. These items are top priority. <br /> <br />Mr. Steffen said he will contact the Metro Council and find out how this is handled <br />procedurally. The rest of the grant information needed is more than $450.00 of <br />anybodies time to gather up the other information and unemployment data. <br /> <br />Mayor Cox said he wanted to make sure the job gets done right and he has <br />confidence in certain people's ability to get it done. He has confidence that <br />Mr. Steffen can do the job. <br /> <br />Mr. Greenberg agreed that it should be done by someone that is familiar with the <br />problems and things that have already been done. <br /> <br />Mayor Cox added that this provides a check and balance to have someone who is <br />not so closely associated with the project itself. <br /> <br />Mr. Steffen said the $450 will not include Council meetings at Metro Council or <br />State Planning Agencies or taking the grant to Brainard. <br /> <br /> <br />
