C. 10/21/76 <br />SPECIAL MEETING <br /> <br /> SPECIAL MEETING <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A Special meeting of the Ramsey City Council was held on October 21, 1976, at Ramsey <br />Elementary School, 15000 Nowthen Boulevard N.W. Ramsey, Minnesota 55303 <br /> <br />PRESENT: <br /> <br />ABSENT: <br /> <br />Mayor Cox <br />Councilman Gorham <br />Councilman Mickelson <br />Councilman Reimann <br /> <br />Councilwoman Oliphant <br /> <br />ALSO PRESENT: <br /> <br />Clerk Peddycoart <br />Bernie Steffen, Special Consultant <br />Jack Boarman, Setter, Leach & Lindstrom <br /> Architectural Firm <br /> <br />Mayor Cox called the Special meeting to order at 6:40 p.m. <br /> <br />Pledge of Allegiance to the flag was led by Mayor Cox. <br /> <br />Mayor Cox announced that the purpose of the Special meeting is to discuss the <br />Public Works Employment Act in regard to construction of a new municipal building <br />and fire station. <br /> <br />Agproval of Agenda. <br />Motion by Councilman Gorham, seconded by Councilman Reimann to approve the Agenda <br />read by Mayor Cox. <br /> Carried 4 AYES <br /> <br />Mayor Cox announced that Mr. Steffen is present to review the grant application. <br /> <br />Mr. Steffen stated he is requesting two actions from Council this evening in order <br />to proceed with the EDA grant application requesting funding for the construction <br />of the municipal building and fire station. In order to process the grant, the <br />Council will need to authorize the Mayor and staff to complete and sign the necessary <br />documents. <br /> <br />The time table is very short. The grant application at this point is <br />based on the architect's work up. The figures in the grant cannot be <br />increased and therefore they tend to be high. <br /> <br />We are to apply for funds based on unemployment in this community and <br />surrounding communities, this is the benefit of the grant. He recommends <br />using the areas in Anoka County North of State Highway 242 where the labor <br />for the project would likely to be drawn from, rather than using just Ramsey's <br />boundaries. This is the legitimate area that EDA tells us to use. It has <br />higher unemployment than Ramsey itself. <br /> <br />7:44 p.m., Councilwoman Oliphant arrived. <br /> <br />At least 10% of the unemployed have to come from the area, consequently, <br />the area has to be bigger than the City of Ramsey. The contractor must <br />employ 10% of the labor from this area. <br /> <br />Priority range. It is likely that Ramsey will be eligible for the grant. <br /> <br /> <br />
