C. 10/21/76 SPECIAL MEETING SPECIAL MEETING CITY OF RAMSEY COUNTY OF ANOKA STATE OF MINNESOTA A Special meeting of the Ramsey City Council was held on October 21, 1976, at Ramsey Elementary School, 15000 Nowthen Boulevard N.W. Ramsey, Minnesota 55303 PRESENT: ABSENT: Mayor Cox Councilman Gorham Councilman Mickelson Councilman Reimann Councilwoman Oliphant ALSO PRESENT: Clerk Peddycoart Bernie Steffen, Special Consultant Jack Boarman, Setter, Leach & Lindstrom Architectural Firm Mayor Cox called the Special meeting to order at 6:40 p.m. Pledge of Allegiance to the flag was led by Mayor Cox. Mayor Cox announced that the purpose of the Special meeting is to discuss the Public Works Employment Act in regard to construction of a new municipal building and fire station. Agproval of Agenda. Motion by Councilman Gorham, seconded by Councilman Reimann to approve the Agenda read by Mayor Cox. Carried 4 AYES Mayor Cox announced that Mr. Steffen is present to review the grant application. Mr. Steffen stated he is requesting two actions from Council this evening in order to proceed with the EDA grant application requesting funding for the construction of the municipal building and fire station. In order to process the grant, the Council will need to authorize the Mayor and staff to complete and sign the necessary documents. The time table is very short. The grant application at this point is based on the architect's work up. The figures in the grant cannot be increased and therefore they tend to be high. We are to apply for funds based on unemployment in this community and surrounding communities, this is the benefit of the grant. He recommends using the areas in Anoka County North of State Highway 242 where the labor for the project would likely to be drawn from, rather than using just Ramsey's boundaries. This is the legitimate area that EDA tells us to use. It has higher unemployment than Ramsey itself. 7:44 p.m., Councilwoman Oliphant arrived. At least 10% of the unemployed have to come from the area, consequently, the area has to be bigger than the City of Ramsey. The contractor must employ 10% of the labor from this area. Priority range. It is likely that Ramsey will be eligible for the grant.
