Based on these <br />basic assumptions the committee makes the following <br />specific recommendations: ~ <br /> <br />1) Assign the remaining functions Of the police and <br />fire committee and the highway committee'to staff and <br />dissolve the committeees effective October 1~ 1975. <br /> <br />2) Dissolve the existing park committee and replace .it <br />with a reconstituted Park and Recreation eommittee~ The <br />new committee should be assigned the advisory <br />responsibilities of the existing park committee plus <br />recreation program developmnet advisory functions~ <br />It is recommended that the committee have a 9 member <br />citizen makeup including persons interested 'in various <br />athletic and recreation programs as well as park' <br />development. The change over to the new structure should <br />be accomplished as soon as appropriate 'notice and' <br />appointment procedures can be carried out. <br /> <br />3) Establish a five member citizen advisory committee <br />to advise the city council in the development of the <br />municipal center building project~ The committee 'should <br />be established as soon as possible and assigned specific <br />questions relating to basic design~ financing and <br />public information activities necessary to carry out <br />the total project° <br /> <br />4) Assuming affirmative City Council action on the above, <br />it is recommended that City staff be instructed to <br />publicize the proposal to create new citizen committees <br />and to provide appropriate forms to record the names of <br />interested persons for council consideration.. <br /> <br />5) It is recommended that the Administrative Assistant to <br />the City Council be assigned the general responsibility of <br />providing staff services as needed to all standing and <br />advisory citizen committees with authority to delegate <br />to other staff as appropriate. <br /> <br />6) In view of past controversy over the appropriate <br />mechanism for appointment of committee members~ the f°llowing <br />policy is recommended: <br /> <br />a) For initial appoin~n~ents to a new or recons~tuted <br />committee~ each counci!person shall make one <br />appointment. Any appointments necessary beyond <br />the five thus made shall be by majority action of <br />the council. <br /> <br />b) After initial appointments, any vacancy shall <br />be fille~ by councilperson nominations acted upon <br />by majority council ac~ion~ regardless of the initial <br />appointing source. <br /> <br /> <br />
