Ramsey City Council <br />~.emorand~ - Page 3 <br />Co..mmittee Structure Recommendations <br /> <br />It is further reco:~mended that the following Council <br />co~mitteps be established to deal with organizational <br />and administrati, ve matters, at least for the time period <br />ending January 1, 19757 . <br /> <br />1. A two member Council Com_mittee to develop reco,~rtended <br />personnel policies; to inte_~iew applicants for staff <br />sit.ions; to develop recommendations for long range"admin- <br />istrative staff structure° · <br /> <br />2, A two member Council co.~.mittee to develop a budget for <br />1975 and preliminary or' interim policies and Priorities <br />relating to the financial capability of the City° <br /> <br />3. Assignment of responsibility to the Mayor to act <br />as Council liaison with staff in the development of . <br />meeting agendas; preparation of normal busi.n, ess materials <br />for Council consideration at regular meetings~ etc. tn <br />addition~ the mayor could Se_~ze as an ex-officio member <br />of'the two Council con%~ittees indicated above. <br /> <br /> As an alternative to the Council Committee .structure <br /> indicated above, the Council could meet as a committee <br /> of the whole, dealing with both the personnel'and 'financial <br /> areas of concern through that mechanism, This form l~ould <br /> provide more complete Council member background, and '-. <br /> participation but would require more individual council <br /> member time and would slow the decision making process due <br /> to scheduling problems° <br /> <br />The above recommendations leave the matters of-ordinance <br />development and codification and intergovernmental <br />relations to be handled either by staff or specific <br />assignment to individual ~ouncil members as required to <br />deal with specific questions. <br /> <br />LGCS-11/l~/74 <br /> <br /> <br />
