Mayor Strommen stated that in her opinion there should be limited hours with negotiation <br />available for further extension of hours, which is the opposite of the approach the City is taking. <br />Motion by Councilmember Williams, seconded by Councilmember Kuzma, to introduce <br />Ordinance #15-17 Amending Chapter 105 (Building and Building Regulations) of the Ramsey <br />City Code, Amending the Allowable Hours of Construction. <br />Motion carried. Voting Yes: Councilmembers Williams, Kuzma, Johns, and Shryock. Voting <br />No: Mayor Strommen and Councilmember Riley. Absent: Councilmember LeTourneau. <br />8. MAYOR, COUNCIL AND STAFF INPUT <br />Asst. City Administrator/Economic Development Manager Brama provided an update on the <br />Highway 10/Armstrong interchange project, which began construction in May 2015 with a <br />substantial completion date late October 2015 and final opening in spring of 2016. He noted that <br />the substantial completion date had been postponed to mid -November but has been further <br />delayed to December 30th. He stated that Anoka County submitted a letter to the City, as the <br />lead agency in this project, to provide them with alternative measures the County and contractor <br />will pursue in attempt to reach the substantial completion date earlier. He also provided an <br />update on an event that was hosted by Anoka County focusing on developers, brokers and <br />community planning staff. He noted that there was good participation from the City of Ramsey <br />at the event, including elected officials, City staff, and EDA members. <br />Mayor Strommen referenced the Highway 10 situation and recognized the frustration of residents <br />and local businesses. She encouraged residents to continue to support those businesses in that <br />area. <br />City Administrator Ulrich announced upcoming meetings and events. <br />Councilmember Kuzma noted a recent Amber Alert that was initiated in Ramsey and thanked <br />those involved that brought the event to a positive conclusion. <br />9.
