- 2 - ¢¢P&Z6/17/75 <br /> <br />Mr. Steffen read a letter fromMr. Robertson. <br /> <br />Mr. Reimann moved we pass this resolution to theEnvironment~l Qual- <br />ity Council and send it to Mr. Christiansen. Seconded by Mrs. Oli- <br />phant. Motion carried unanimously. <br /> <br />Mr. Steffen asked Mr. Fricke to put up the map showing the commer- <br />cial area in yellow. They think an.interim shoreland~management <br />ordinance should be enacted soon..They suggest a moratorium on any <br />rezoning in this area. We should have a final, amendment of the <br />comprehensive plan. If this work is done and the comprehensive <br />plan is updated, it will possibly cost in the neighborhood of $10,000. <br />The development process is too hot to have a long moratorium. If <br />the Council will give direction to the staff, then they can come in <br />a proposal. Mr. Cox feels we shouldlook into getting funds for this <br />kind of work from the Metro Council. <br /> <br />Mr. Steffen would like.the Council to review the shoreland ordi- <br />nance. This proposed ordinance will be placed on the June 23rd <br />agenda. <br /> <br />Proposed moratorium, was discussed. <br />There are now two families living in the house on Collins Drive. <br />Attorney Goodrich will see Mr. Hutchinson of the County Health De- <br />partment about this matter. Attorney Goodrich described the area <br />covered by the moratorium. Mr. Fricke discussed the proposed zon- <br />ing in the southeastern part of the City. He discussed the fact <br />that there are two ways of zoning commercial, one is speculative <br />zoning and the other is opinion zoning. With the opinion zoning, <br />the prospective user. will have to put up a bondto guarantee that <br />he will build that for which he is asking the specific zoning. <br />In an urban planning district certain uses :wouldbe defined for <br />such a district. Performance standards would be set up. The Coun- <br />cil is working on the roads right now. We can tellthemwhat we <br />would like. The whole idea of an urban planning~district is so <br />we can properly respond to the land.owners requirements. Mr. <br />Fricke feels the three of them. can work together andwill do a <br />capable Job. <br /> <br />~ith a regular planner we would have to hire the professional ser- <br />vices to implement the planning while this way we would .already <br />have this work done. Mr. Gamec feels it is a good thing to have <br />th ese three staff people do this planning for the City. Attorney <br />Goodrich suggested putting on the moratorium when-the planning has <br />been determined. It was suggested we ask for bids from planners <br />to get a comparative price. Mr. Cox doesn't want to spend $10,000 <br />to do this but he said he knows we have to have this work done and <br />we must face the problems we have. He feels we have the best pro- <br />posal before us but he thinks we should get .bids. <br /> <br />Mr. Reimann feels we should go with the three member staff group. <br /> <br />Mr. Gorham would like to see the three staff members put down what <br />they plan to do on this planning.
