Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #15-10-269 <br />RESOLUTION AUTHORIZING FEASIBILITY REPORT FOR <br />GIBBON STREET DRAINAGE IMPROVEMENTS <br />WHEREAS, numerous properties within the City of Ramsey are located within low- <br />lying, land -locked areas that are prone to seasonal flooding and or wet basements due to high <br />surface water elevations or groundwater tables; and <br />WHEREAS, the City of Ramsey wishes to explore options for improving drainage <br />within such low-lying, land -locked areas; and <br />WHEREAS, the City of Ramsey wishes to explore funding options for such drainage <br />improvements including assessing benefiting properties for all or a portion of the cost of the <br />improvements, pursuant to Minnesota Statutes Chapter 429, the City Charter, and the City's <br />adopted Special Assessments Policy. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the proposed improvements be referred to the City Engineer for study and that the City <br />Engineer is instructed to report to the Council with all convenient speed advising the Council in a <br />preliminary way as to whether the proposed improvements are necessary, cost-effective, and <br />feasible; whether they should best be made as proposed or in conjunction with some other <br />improvement; the estimated cost of the improvements as recommended; and a description of the <br />methodology used to calculate individual assessments for affected parcels. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council <br />this the 27th day of October, 2015. <br />
