Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #15-10-269 RESOLUTION AUTHORIZING FEASIBILITY REPORT FOR GIBBON STREET DRAINAGE IMPROVEMENTS WHEREAS, numerous properties within the City of Ramsey are located within low- lying, land -locked areas that are prone to seasonal flooding and or wet basements due to high surface water elevations or groundwater tables; and WHEREAS, the City of Ramsey wishes to explore options for improving drainage within such low-lying, land -locked areas; and WHEREAS, the City of Ramsey wishes to explore funding options for such drainage improvements including assessing benefiting properties for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes Chapter 429, the City Charter, and the City's adopted Special Assessments Policy. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the proposed improvements be referred to the City Engineer for study and that the City Engineer is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective, and feasible; whether they should best be made as proposed or in conjunction with some other improvement; the estimated cost of the improvements as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 27th day of October, 2015.
