F Groundwater <br />Goal 6: Promote groundwater recharge and prevent contamination of the aquifers. <br />Policy 6.1: Anoka County is recognized as the lead agency regarding <br />groundwater controls. <br />Policy 6.2: Recharge areas identified by Anoka County shall be protected <br />from adverse development and from potential contamination. <br />Policy 6.3: Infiltration of the first 1.0-inches of runoff from new impervious <br />areas will be required. This is subject to proximity to wellhead <br />protection zones as noted earlier in this report whereby <br />infiltration shall not be allowed within the 10-year capture zone. <br />Policy 6.4: Whenever practical, ponds shall be designed as "wet ponds" with <br />storage volume below the outlet to promote infiltration and/or <br />groundwater recharge. <br />Policy 6.5: The use of grassed waterways shall be encouraged to maximize <br />infiltration. Proper grades shall be maintained insure positive <br />drainage. <br />Policy 6.6: Any spring area should be identified in the field, denoted on <br />maps by the City and protected from development within the <br />watershed. <br />Policy 6.7: The appropriate jurisdiction shall use both regulatory <br />(ordinances, permits, etc.) and non -regulatory (Best Management <br />Practices) tools to protect the land area within designated <br />wellhead protection areas. <br />G. Wetlands <br />Goal 7: Maintain the amount of wetland acreage and try to increase the wetland values <br />within the watershed. <br />Policy 7.1: The LRRWMO is the Local Government Unit (LGU) <br />administering the requirements of the Wetland Conservation Act <br />in Ramsey. <br />Policy 7.2: Use and function of all wetlands greater than 1/4-acre in size has <br />been determined as part of the 2008 SWMP plan preparation. <br />Policy 7.3: Restoration of poor quality wetlands shall be prioritized. <br />Policy 7.4: The City or Anoka County shall identify areas that can be used <br />for wetland mitigation. <br />Policy 7.5: Wetland mitigation criteria will be established consistent with <br />the Minnesota Wetland Conservation Act of 1991 and <br />subsequent amendments and associated rules thereto (e.g., <br />Minnesota Rule 8420), state and federal regulations, the <br />LRRWMO and the needs of the City. <br />Policy 7.6: Alteration of wetlands is discouraged unless for restoration. <br />Alteration may be allowed on an individual basis if the alteration <br />can be properly mitigated in accordance with the Wetland <br />Section V <br />October 21, 2015 Page 44 <br />
