Filtration Basin: A treatment area designed to treat storm water by a process that <br />physically removes particles from the water. <br />Flood: A temporary rise in stream flow or stage that results in inundation of the areas <br />adjacent to the channel or water body. <br />Flood Frequency: The statistically determined average time period between events <br />where a specific flood stage or discharge may be equaled or exceeded. <br />Flood Fringe: That portion of the 100-year floodplain outside of the floodway. <br />Flood Obstruction: Any dam, wharf, embankment, levee, dike, pile, abutment, <br />projection, excavation, channel rectification, culvert, building, wire, fence, stockpile, <br />refuse, fill, structure or matter in, along, across or projecting into any channel, <br />watercourse or regulatory flood hazard area that may impede, retard or change the <br />direction of the flow of water, either in itself or by catching or collecting debris carried <br />by such water that may cause the flood level to rise and damage property or threaten life. <br />Floodplain: Floodplains are lowland areas adjoining lakes, wetlands, and rivers that are <br />susceptible to inundation of water during a flood. For regulatory purposes, the floodplain <br />is the area covered by the 100-year flood and it is usually divided into districts called the <br />floodway and flood fringe. Areas where floodway and flood fringe have not been <br />determined are called approximate study areas or general floodplain. <br />Floodplain (General) Area: The general floodplain area is determined using the best <br />available data, in lieu of performing a detailed engineering study. These data may be <br />from soils mapping, experienced high water profiles, aerial photographs of previous <br />floods, or other appropriate sources. There are no associated published 100-year flood <br />elevations with general floodplain delineations, unlike detailed study areas. General <br />floodplain area is synonymous with approximate study area and unnumbered A -Zone. <br />Flood Proofing: A combination of structural provisions, changes or adjustments to <br />properties and structures subject to flooding primarily for the reduction or elimination of <br />flood damages to properties, water and sanitary facilities, structures and contents of <br />buildings in a flood hazard area in accordance with the Minnesota State Building Code. <br />Floodway: The floodway is the channel of a river or other watercourse and the adjacent <br />land areas which must remain open in order to discharge the 100-year flood. <br />Forebay: An extra storage area provided near an inlet of a pond or BMP to trap <br />incoming sediments, reducing the amount that accumulates in a pond or BMP. <br />Freeboard: A factor of safety usually expressed in feet above a certain flood level. <br />Freeboard compensates for the many unknown factors (e.g., waves, ice, debris, etc.) that <br />may increase flood levels beyond the calculated level. <br />Forbs: Vegetation that does not consist of trees, grass or shrubs.
