Re: Local Surface Water Management Plan: City of Ramsey Dear Mr. Westby: The Lower Rum River Watershed Management Organization's (LRRWMO) Third Generation Watershed Management Plan (LRRWMO WMP) was approved by the Board of Water and Soil Resources (BWSR) on December 11, 2011. MN Rules 8410.016 requires that local municipal storm water plans shall be adopted within 2 years of the BWSR boards approval of the last organization plan (Watershed District or Water Management Organization) that affects local units of government. The city of Ramsey, lying totally within the LRRWMO, has submitted their Local Surface Water Management Plan (Ramsey Plan) to the LRRWMO on May 12, 2015J The Plan must, at a minimum, meet the requirements for local plans as outlined in Minnesota Statutes 103B,235, except as provided by the LRRWMO WMP under Minnesota Rule 8410.0110, subpart 3. Barr Engineering Co. (Barr) and the Anoka Conservation District (ACD) are reviewing the Ramsey Plan and are submitting comments to the LRRWMO on compliance and conformance with the LRRWMO WMP_ Barr's review and comments are primarily on the storm water management component of the Ramsey Plan. The ACD's comments, submitted under separate cover, are on the goals and policies component of the Ramsey Plan. State Statute requires the LRRWMO complete its review and provide comments by July 11, 2015, 60 days of the submittal of the Ramsey Plan. E-mail correspondence from the City has stated that the review period can be extended to July 16, 2015, the next regularly scheduled meeting of the LRRWMO. Review Comments of the Storm Water Management Plan 1. The storm water requirements (Appendix E of the LRRWMO WMP) of the LRRWMO need to be stated in the Ramsey Plan and at a minimum adopted by the City. This includes rate control, volume retention, water quality management, and flood contral/management. The LRRWMO criteria are stated frequently throughout the text of the Ramsey Plan. However in addition, if in one statement in one location within the Ramsey Plan it is stated that the City adopts/references the requirements of Appendix E, this would provide greater clarity to the Ramsey Plan user of the applicable storm water requirements.
