Page 31 of the Ramsey Plan, last paragraph states; Elevation of the lowest opening of a structure <br />shall be a minimum of 1 foot above the Emergency Overflow, or 2 feet above the HWL of the nearby <br />pond or waterbody, whichever is higher. <br />• The LRRWMO WMP criteria states; The low floor elevation of all development, including <br />basements, must be at least 3 feet above the highest anticipated groundwater table, 2 feet <br />above the designated or designed 100-year flood elevation, or 1 foot above the emergency <br />overflow, whichever is higher, The statement in the Ramsey Plan must be corrected, <br />9. Page 35, Item 4 of the Ramsey Plan — Pond and Pipe Design Criteria: The Peak Flow Rate Control <br />criteria described on page E-5 of the LRRWMO WMP should be included in the discussion. <br />10. Page 37 of the Ramsey Plan, Group C states; Includes soils that are low in organic content and <br />made-up of clay looms and soils high in clay. <br />• The Minnesota Storm Water Manual identifies a Hydrologic Soil Group C as a sandy -loam, <br />ML, silts, very fine sand, silty or clayey fine sands. Please verify the description in the SWMP or <br />consider using the description in the Minnesota Storm Water Manual. <br />11. Page 41, Policy 2.1 of the Ramsey Plan: The policy should be modified to read, The City will adopt <br />best management practices for development that will result in an annual removal efficiency of 60% <br />total phosphorus and 90% total suspended solids, <br />12. Page 41, Policy 3 of the Ramsey Plan should be Policy 3.4, See previous comments regarding <br />wetland protection standards, Item 2. Also, it appears that the last sentence of this policy <br />statement beginning with Policy 3.5 should either be modified or be a standalone Policy. <br />13 Page 42, Goal 4 of the Ramsey Plan; A policy needs to be added that the City's newsletter or web <br />site will provide information regarding water resource management and a summary of the on- <br />going activities of the LRRWMO ( page 53, Policy 1, Education of the LRRWMO WMP). <br />14_ Page 42, Policy 6.3 of the Ramsey Plan; Hydraulic Soil Types A and B are most conducive to <br />infiltration but infiltration is/should not be limited to these two soil types. <br />15. Page 43, Policy 6.5 of the Ramsey Plan states; The use of grassed waterways shall be encouraged to' <br />maximize infiltration.
