<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #15-10-269 <br /> <br /> <br />RESOLUTION AUTHORIZING FEASIBILITY REPORT FOR GIBBON STREET <br />DRAINAGE IMPROVEMENTS <br /> <br /> <br /> WHEREAS, <br />numerous properties within the City of Ramsey are located within low- <br />lying, land-locked areas that are prone to seasonal flooding and or wet basements due to <br />high surface water elevations or groundwater tables; and <br /> <br /> WHEREAS, <br />the City of Ramsey wishes to explore options for improving drainage <br />within such low-lying, land-locked areas; and <br /> <br /> WHEREAS, <br />the City of Ramsey wishes to explore funding options for such <br />drainage improvements including assessing benefiting properties for all or a portion of the cost <br />of the improvements, pursuant to Minnesota Statutes Chapter 429, the City Charter, and the <br />City’s adopted Special Assessments Policy. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1) That the proposed improvements be referred to the City Engineer for study and that <br />the City Engineer is instructed to report to the Council with all convenient speed <br />advising the Council in a preliminary way as to whether the proposed improvements are <br />necessary, cost-effective, and feasible; whether they should best be made as proposed or <br />in conjunction with some other improvement; the estimated cost of the improvements as <br />recommended; and a description of the methodology used to calculate individual <br />assessments for affected parcels. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Johns, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor Strommen <br /> Councilmember Riley <br /> Councilmember Johns <br /> Councilmember Kuzma <br /> Councilmember Shryock <br /> Councilmember Williams <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br /> <br /> <br /> <br />
