OFFICE OF

l~oland W. Anderson

:Room E227, County Court House
ANOKA, MINNESOTA 55303
421-4760, Ex. 275 & 276

February 13, 1975

County Surveyor
Home Phone: 421-4366

City of Ramsey
1~100 St. Francis Blvd. N.W.
Anoka, Minnesota 55303
Attention: Mrs. Guy

RE: COUNTY SURVEYOR'~S PART IN CHEKCING PLATS PRESENTED FOR RECORDING
Dear Mrs. Guy;
Until 1955, a plat presented for recording in Anoka County was given no
check whatsoever as to the missing or incongruous lot dimensions and
angles. The Platting Department, now the Surveyor's Office, then, as-
sumed this responsibility with the approval of the Register of Deeds
Office. This checking of plats has saved the taxpayers of Anoka County
considerable money in future litigations~ but also~ it has been of ser-
vice to the private land surveyors~ who are desirous of presenting a
more complete and correct record plat. A surveyor who has drawn a
plat, will send the County Surveyor a paper copy of the plat for check
purposes previous to having final hardshell prints made.

As is true in the case of the cities in Anoka County, the townships al-
so have the power to legislate for themselves~'~t~hereby they can adopt
zoning and platting regulations, and can hire one to check plats~ if so
desirous. This right was given to th~~P~h~r~t~~slature.

Therefore as Anoka County Surveyor~ I think it to be an economical
function of government to have one department in the County capable of
checking these plats rather than several, and I hereby request written
permission to do this work for your city until your revocation by let-
ter~ and permission to sign the plat in proof that I have checked and
approved the plat. In no case will the County Surveyor so sign until
the city has already done so.

The objective is not to take away any of the controls of platting which
the city may be enjoying at this time~ but only to sanction one impor-
tant function of checking a final plat before recording.

If there be a necessity~ I will be glad to attend a meeting of your
City Council to explain further this function.

Respectfully submitted~

Roland'W. Anderson
Anoka County Surveyor

RWA/khj
