Mr. Jerry Young: He is from the County Library. Mrs. Oliphant <br />introduced him. He said the County library is a part of the <br />County government. He described the many services they have to <br />offer and urged the residents to make full use of the library. <br />They have a bookmobile that comes into our city. He would like to <br />have us put the schedule for this bookmobile in our next Newsletter. <br />Mr. Cox thanked Mr. Young for the good presentation. <br /> <br />Fire Contract: Mr. Goodrich will have this ready for Monday night. <br /> <br />Gilson Plat: The minutes regarding this plat from the Planning <br />and Zoning Commission were read by Mr. Cox. Mr. Mickelson read <br />the engineer's report on this plat. Discussion on this plat with <br />Mr. Gilson, his surveyor and our attorney. <br /> <br />9:15: 5 minute recess. <br /> <br />Mr. Gorham: He feels it-is the Council's obligation to decide on <br />this plat at this time and not pass on this responsibility, as to <br />determining the buildability of the lots, to the Building Inspector. <br />Lots $, 5, and 6 of Block 2 are queStionable as far as septic sys- <br />tems are concerned. If you put the system at the peak of the hill, <br />it will just run down to the bottom of the hill. Soon the State <br />law will require a minimum of 2000 square feet for drain fields. <br />There also must be plastic under the drain field. Mrs. Oliphant <br />moved that we reject the Gilson preliminary plat for the following <br />reasons: 1. Ordinance 8.02 on street plan: This plat made no <br />provision for continuation of existing and future <br /> The proposed cul de sac still has an effective length~~ <br /> of 2000 feet which is in violation of Ordinance 8. 3J Paragraph <br /> 8.03b requires that curves having radii of at least 100 feet be <br /> provided at deflections in road alignment and this would be re- <br /> lated to 179th & Peridat, 179th & Olivine, 178th & Olivine and <br />178th Lane and Quartz St. The right of way is insufficient for <br />earthwork of that magnitude and is not conducive to residential <br />neighborhoods. 5. The results of soil boring tests indicate <br />that a number of lots in this plat are notsuitable for building. <br />6. Most of the buildable areas of three lots, lots 1, 2, and 7 <br />of Block 2 are occupied by the United Power Association easement <br />which greatly reduces the desirability for homes and may make <br />septic systems for these homes impossible. Seconded by Mr~ Rei- <br />mann. Motion passed unanimously. <br /> <br />Mr. Cox read a letter from Mr. Fields stating Mr. Husb~ on High- <br />way 10, had sold his farm to the County for a very nominal sum <br />to become a County Park. They asked for suggestions and psr- <br />ticipation on our part in planning this park. This takes ~mile <br />out of our commercial zone. <br /> <br />Mr. Mike Auspos has access to a large safe which he can obtain <br />for free for the use of the Police Department here. The police <br />need this to keep items used in court cases, etc. <br /> <br /> <br />
