Case #4: <br /> <br />Consider Authorization to Enter into a Memorandum of Understanding with <br />the City of Anoka; Case of City of Ramsey <br /> <br />Community Development Director Frolik stated staff received a draft of the Memorandum of <br />Understanding from the City of Anoka and recommended they add Highway 47 and CR 116. <br />They did so and the Memorandum of Understanding was adopted by the Anoka City Council. <br />Staff recommends the Council adopt the Memorandum of Understanding. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to enter into a <br />Memorandum of Understanding with the City of Anoka to coordinate planning for transportation <br />corridors within the boundaries of both cities. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None. Absent: Councilmember Cook. <br /> <br />Councihnembcr Kurak stated she will contact the resident she and Councilmember Cook inet <br />with earlier and make arrangements for a group discussion with the residents, Mayor Skogquist <br />of Anoka, Councilmember Pierce of Anoka, Councilmember Cook, and herself. She would like <br />to invite the rest of the Council to attend as well. <br /> <br />Councihnember Elvig noted the meeting will need to include less than three council members or <br />it will have to be posted. <br /> <br />Counci hnelnber Kurak indicated she would keep the Council informed about the meeting. <br /> <br />Gary Hanson of Bakestar stated the City served his father with a ticket for non-compliance for <br />business registration information. He questioned what the state statute is that authorized this. <br /> <br />City Attorney Goodrich replied staff will take note of that and get back to Mr. Hanson. <br /> <br />Mr. Ifanson stated the Council has passed an ordinance to negotiate to acquire their property, and <br />to force them to leave the area, and this seems heavy handed. <br /> <br />Case #5: <br /> <br />Request for Vacation of Access Easement within the Town Center Gardens <br />Subdivision; Case of Brightkeys Development Corp. <br /> <br />Assistant Com;nunity Development Director Trudgeon explained the City of Ramsey has an <br />access casement parallel to Bunker Lake Boulevard (CR 116) to access City Pumphouse #2. <br />Currently the City utilizes Bunker Lake Boulevard to access the pumphouse. As part of the <br />Town Center Gardens Development and in anticipation of improvements of Bunker Lake <br />Boulevard, a new access will be constructed from a public road interior to the development and <br />the existing access on Bunker Lake Boulevard will be closed. <br /> <br />Councihnember Kurak questioned if there is no access to the pump as of today. <br /> <br />City Council/April 13, 2004 <br /> Page 14 of 33 <br /> <br /> <br />
