Cotmcilmember Elvig stressed the importance for staff input regarding the size of the screening, <br />to control the site so it is not a nuisance visually. <br /> <br />Mayor Gamcc suggested pine trees be required in addition to screening. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Kurak, to table the application <br />for motor vehicle sales and repair license; Case of SR Auto. <br /> <br />Mayor Gamec explained after this is reviewed it will come to the Council. In the meantime there <br />will bo no action either way. If there is something Mr. Kryshmaru does not agree with after the <br />review he can bring it to the Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. Absent: Councilmember Cook. <br /> <br />Thc meeting was recessed at 8:40 p.m. and reopened at 8:50 p.m. <br /> <br />Case #7: <br /> <br />Request for Preliminary Plat and Site Plan Review of Rivenwick Village Case <br />of Turtle Moon, Inc. and Ryland Homes <br /> <br />Associatc Planner Wald explained the intent of the Mixed-Use Planned Unit Development (MU- <br />PUD) district is to help create a development that can provide a variety of housing styles, price <br />ranges, and a combination of uses. The MU-PUD Zoning allows the City Council the ability to <br />consider deviations to the strict zoning regulations. The MU-PUD district states that at least <br />70% of the project area is to consist of residential development, the preliminary plat is providing <br />approximately 61% residential uses. In drafting the new MU-PUD language, staff inadvertently <br />stated that properties zoned MU-PUD are required to provide a minimum of 70% residential uses <br />instead of a maximum of 70% residential uses. It is staff's opinion that the subject property has <br />the opporttmity to provide commercial and retail amenities to an established single-family <br />residential neighborhood and to future residents within the area. It is staff's opinion that these <br />pockets of commercial nodes should be capitalized on instead of imposing additional housing <br />requirements. <br /> <br />Associate Planner Wald explained the preliminary plat is proposing to construct a total of 195 <br />heritage town homes and carriage condominiums. The net density for the proposed development <br />is 9.3 l units per acre. The proposed density for the subject project is within the density criteria <br />of 7 to 15 units per acre established in the R-3 District. The preliminary plat and site plan review <br />was based on the R-3 district standards. However, as previously stated the City Council has the <br />opportunity to review deviations from the strict zoning standards since the property is zoned <br />MU-PUD. <br /> <br />Associate Planner Wald reviewed the following proposed deviations: <br /> <br />30 foot buildi~g setback from exterior boundary line: <br /> <br />Four units range from 20 - 29 feet <br />from exterior boundary line. <br /> <br />City Council/April 13, 2004 <br /> Page 21 of 33 <br /> <br /> <br />
